The Role:
• Contracts Engineer – Drilling Exploration Project Material and Services
• Through Academic Qualifications and relevant experience in Contract Management in the International Oil &Gas Industry to contribute effectively in the Exploration Project in the areas of:
• Contract strategy and planning development.
• Negotiating the best Terms and Conditions (balancing Technical, Commercial and Risk considerations)
• Effective application of Supply Chain, Contract Holder, HSE Management fundamentals within the Project Contracts Strategy.
• Improving Contracts Business Process from Design, Scope, Tendering Award, Change Orders, Claims, as per established procedures.
• Operating independently and in complex Matrix Organization
• Complex approval process for high value contracts for both Drilling Services and related material
• Estimated Project Budget -in excess of 100MM US$
• Number of contractors/active suppliers: approx 100
• Requires, detailed material specification knowledge and services in project related to the Drilling as Senior Contract Analyst.
• Experience and in depth knowledge of Contract Management in order to develop a CEP (Contract Execution Plan) to be integrated in the respective Project Execution Plan (PEP).
• Review the current Contract Management Process and identify areas for improvement
• Participating in building an effective Contracts team, including training and development of new (Algerian) staff.
• Operating in Algiers and working in a multicultural, complex environment
The Senior Contract Analyst will be responsible for:
• Managing and executing the developed CEP in an effective and efficient way, giving due consideration to the continuous changing requirements and time-planning from the customers
• Compliance with company (Corporate) procedures and Joint Venture Procedures
• Follow up claims and Change Orders
• Focal point for contractual finance, legal, HSE and insurance considerations
• Establish a Contractor Pricing (Terms and Conditions) Databank for evaluating purposes
• Effective documentation/filing system, including close-out reports and supplier evaluation
• Analyse and check the cost effectiveness of the contracts and develop saving procedures (annual target-savings to be discussed and improved by Manager CPL)
• Building an effective Contracts and Specialists Team through training and development
• Establish an effective relationship within company – Algeria BU Technical Departments, Legal, Tax, HSE and Insurance Departments and with Partners
• Management Reporting Data Information System
Essential Skills / Qualifications:
• Degree in an appropriate discipline (BSC –Mechanical Engineering or Business Management) with a post graduate diploma in Contract Management
• A minimum of 10 years of recent experience in Contract Management in a leading (best practice performer) Oil Company with focus on (1) high value Exploration Projects and on (2) Drilling /Exploration Operations (for Drilling Contract specialist)
• Proven track record of dealing with complex contracts, demonstrating knowledge of contractual, financial, commercial and technical matters
• Essential ingredients of the successful candidate will be:
