The Company:
Our client is a global operator in the oil and gas sector.

The Role:
Job Purpose
• Manage the procurement interface with contractor and our client in a professional and ethical manor.
• Ensure the Contractor is integrated in a “one team” sprit to promote positive relationship management.
• Monitor the procurement activities of contractor for long-lead equipment and materials as required by the project.
• Contribute to the execution of the procurement process where required
• Provide surveillance of the contractor’s procurement activities to ensure compliance with our client’s policies and procedures.
• A co-ordinate activity to ensure critical path equipment is delivered to meet project schedules.
• Ensure our client is not exposed to unnecessary contractual or commercial risk.

• Provide direction and ensure high standards in contracts and procurement work and ensure compliance with regulatory requirement.
• Review contracts procurement plans
• Support the development of a project bidders list in conjunction with the contractor
• Provide due diligence on proposed suppliers.
• Incorporate lifecycle cost when devising procurement strategies
• Provide key user CMS support to contractors personnel
• Monitor the preparation, issue, clarification evaluation and negotiation of all tenders via the CMS system
• Refer key contractual qualification of terms and conditions to the company’s legal representatives
• Contribute to contractual discussions when requested
• Ensure compliance to the recommendation for award (RFA) process for all process for all purchase orders
• Award purchase orders in our client’s SAP system
• Distribute purchase orders as required.
• Engage with contractors and our client’s QA in regard to inspection strategies
• Management and distribution of variation orders
• Issue reporting of contractor progress and procurement activities
• Participate in our client’s procurement community activities
• Ensure procurement is undertaken in accordance with our client’s procedures (C&P procedures, HSE etc) and industry good practice.
• Ensure value for money is delivered from procurement activity
• Provide procurement support to contractors procurement teams as requested by the contractor
• Provide input into procurement status reports for project management
• Attend contractor procurement progress meetings
• Interact with other functions including quality, HSE and finance
• Provide assistance with improvements to the tendering process where possible

Financial responsibilities
• Manage contracts and procurement activity in accordance with the clients Delegation of Authority (DOA)
• Support project strategy by engaging supplier/ contractors to provide goods / services to meet business needs and timelines
• Provide contract / procurement strategy , supply market intelligence, contracting risk and market rates/ cost for E and P development projects
• Identify areas to save money/ or enhance value to the project for capital expenditure

Essential Skills / Qualifications:
• Preference for degree qualified in business/management or equivalent discipline. Professionally qualified e.g. CIPS

• 10 + years experience of engineering contracting in an E&P or energy project environment
• Procurement of capital equipment packages for large engineering and construction packages
• Has implemented procurement plans to meet project construction schedule
• Provided procurement leadership and influencing skills,
• Demonstrate experience of tendering, awarding and managing major project procurement across a range of requirements including Topsides and operational facilities
• Developed tender evaluation models and competent negotiator with tenders
• Managed internal and contractor relationship at a senior level
• Expert SAP user
• Proficient in the use of company RFx contract management system

Desirable Skills / Qualifications:
• Knowledge of traditional and innovative procurement methodology to achieve
• Project objectives
• Understand local and international supply markets for various project requirements
• Knowledge of FEED and topside project procurement methods
• Understand local and international compliance requirements e.g. model forms of contracts, trade laws, INCO terms, etc.
• Commercially and contractually aware

• Engages with stakeholders to facilitate process improvements.
• Challenges and acts as a problem solver by developing business solutions for the project.
• Excellent communication/listening skills and proactive address business issues.
