The Company:
Our Client is an International Company involved in the supply of Energy globally. Their Operations cover Exploration, Production and Downstream and at present they have projects in over 25 Countries worldwide.

In Australia they are involved in one of the largest LNG Projects, including both Gas and Condensate which is currently in FEED (Front End Engineering Design) Stage.

The Role:
The primary function of this position is to provide contracts engineering support to the Project for the EPC phase of the Project and to be responsible for overseeing the Contractors activities in relation to ensuring AIP requirements are achieved, Prequalification exercises, preparation, issue, receipt, opening and Clarification and Evaluation assessments of tenders to Company satisfaction for the Packages:- Main Civil Works, Non Cryogenic Tanks, Mechanical Works, Heavy Lift and erection, Painting, Piping, Insulation, MOF - Pontoon Scaffolding etc.

Key responsibilities of this position include:

•Relief supervisory duties for Onshore Contracts Manager Position - short term / Holiday cover.
•Oversee and review Contractors work relevant to the prequalification, preparation, issue, receipt, opening and assessment of tenders and award of purchase orders for materials and equipment for the Onshore Facilities.
•Ensure the Contractor complies with the EPC Contract obligations.
•Oversee and review Contractors compilation, sourcing, pre-tenders, Invitations to Tender, tender openings, and evaluations of proposals received including all requests for qualifications for major Subcontracts.
•Providing contract/procurement advice to client team.
•Ensure Contractor deliverables to ITT/Contract documents are delivered in a timely matter.
•Ensure that contract processes are being carried out in the most efficient and cost effective manner utilising the client /JOA approved procedures.
•Preparation of documents for presentation to client Contracts Committee and various JV approval committees (if required).
•Participate is Contract audits, reviewing records for accuracy and conformance to standards.
•Prepare and undertake Contract award approvals in accordance with the Contracting Procedures and JOA.
•Ensure Australian Industry Participation objectives are being considered and implemented in all contracting and procurement activities (work closely with Perth Supply Diversity Advisor).
•Review Contractor ITT, clarification and RFA documentation for issues.
•Advise Contractor of Company's position with regard sub-Contractors qualifications and exceptions during ITT evaluation.
•Ensure commercial and contractual correspondence with Contractor is efficiently handled.
•Coordinate on contractual, commercial, taxation, insurance and legal issues with relevant internal stakeholders.

Essential Skills / Qualifications:
•Engineering/Quantity Surveying qualification, Business Administration, Law or equivalent professional or 15 plus years of relevant experience.
•Minimum of 10 years Project Contracts experience , particularly in design and construct/infrastructure contracts with client team.
•Direct supervisory experience (mandatory).
•Experience in contract formulation activities, systems and processes coupled with a superior working knowledge of engineering, construction and service delivery practices.
•Understanding of local content requirements in the contracting process.
•Ability to work under pressure.
