The Company:
Our major Oil & Gas Client is in need of a Senior Contracts Engineer in Houston, Texas.

The Role:
The estimated start date is beginning of February 2012 and the estimated duration of the assignment is 24 months. The ideal candidate will have between 15-20 years of experience.

Role:
Initially the role will be to provide 50% of his time to one project and 50% of his time to another project. Both are FPSO projects. Both projects are currently conducting FEED studies in parallel with the same contractor and with the same contract terms. The FEEDs will be concluded by Q3 of 2012 and the final contract documents agreed at that time. The primary function for the contracts engineer will be to coordinate the various Technical Queries and qualifications requested to the contract documents and ensure alignment between the two projects. The role will also be to provide a focal point for the contract documents to be finalized while working closely with both the project teams and the Client C&P representatives negotiating the final terms and conditions to the contracts.

Once completed, the one of the teams will transition to a project execution team in Europe and will no longer utilize the contracts engineer. The role will become 100% of the other project and transition to planning and preparation for contract management at the fabrication site. The person would then transition into a role for the other team as the contract engineer at the fabrication site. It will be expected that the candidate will move to location for the duration of the fabrication to be on site throughout the fabrication of the project FPSO until sailaway date. Fabrication is planned from early 2013 for a period of up to 18 months.

Essential Skills / Qualifications:
• Experience with contractual and commercial sections of Invitation to Tender documents together with input to Scope of Work and other sections of the ITT package.
• Ability to perform commercial evaluation/contractual evaluation of tenderers proposals and formulate recommendations for contract award.
• Have strong negotiating skills.
• Work closely with other departments; legal, insurance, technical etc.
• Prepare contract documents taking into consideration qualification raised during the tendering process.
• Experience in follow on tasks after contract award such as managing all contractual and commercial matters including preparation of change orders, review and pricing of contractor claims for additional compensation.
• Willingness to participate in overseas assignments and overseas business trips.
• Able to operate in a team environment.
• Experience on multi discipline offshore EPC projects.
• Deep water experience an advantage.
