The Company:
Our Client is an International Company involved in the supply of Energy globally. Their Operations cover Exploration, Production and Downstream and at present they have projects in over 25 Countries worldwide.
In Australia they are involved in one of the Country's largest LNG Projects, including both Gas and Condensate which is currently in Execution Stage.

The Role:
Our client is currently recruiting for a Senior Contracts Engineer. The function of this position is to be responsible for managing and supervising Contracts Services team in all aspects relevant to the prequalification, preparation, issue, receipt, opening and assessment & award of tenders and administration of Purchase Orders and Contracts for services supporting FEED activities.

Key responsibilities of this position include:
• Coordinate, supervise, prioritise and plan direct reports activities.
• Coordinate, develop(where necessary) and implement Contracting Strategies for major Contracting activities:
• Logistics (Helicopter Services, Supply base, etc)
• GHG (Studies, Seismic Survey etc)
• Onshore Perth Civils (Accommodation Village)
• Operations (Marine, maintenance etc)
• HSEQ (Third Party Inspection Services)
• Commercial/Corporate
• Manage and participate in the development, compilation, sourcing, pre-tenders, Invitations to Tender, tender openings, and evaluations of proposals received including all requests for qualifications for major contracts
• Providing contract/procurement advice to relevant managers
• Ensure that procurement and contract administration is being carried out in the most efficient and cost effective manner utilising the company’s approved procedures
• Prepare and undertake Contract award approvals in accordance with the Contracting Procedures and JOA
• Ensure Australian Industry Participation objectives are being considered and implemented in all contracting and procurement activities (work closely with Perth Supply Diversity Advisor)
• Ensure Contract Variations are identified early
• Develop and/or analyse ITT & contracts documentation for issues (Scope of Work, Terms and Conditions of Contracts)
• Prepare and/or supervise creation of Contracts Committee submissions (Prequalification Plan, Procurement Plan, RFA & RFV)
• Negotiation of Contractors qualifications and exceptions during ITT evaluation
• Ensure market trend investigation and benchmark activity within the industry is efficiently performed to ensure contractors & suppliers are quoting competitively and in line with the industry standard
• Maintain time and payment schedules and milestones as per pricing mechanism, and advise payment terms accordingly
• Assist with project planning and budgeting - particularly in respect to contracts and procurement activities
• Maintain contract payment position and prepare periodical contractual credit and liability statement in accordance with provisions of contract
• Ensure commercial and contractual correspondence with contractor is efficiently handled
• Coordinate on contractual, commercial, taxation, insurance and legal issues with relevant internal stakeholders
• Provide input to contracts and procurement reports
• Develop and maintain a customer service culture within the contracts teams to deliver contracts administration throughout the Company.
• Develop and maintain professional networks to assist the organizations strategic objectives.
• Develop and sustain a professional working relationship with major Contractors
• Develop and maintain a strong working relationship with peers (Senior Contracts Coordinators)

Essential Skills / Qualifications:
• Engineering/Quantity Surveying qualification, Business Administration, Law or equivalent professional qualification
• Minimum of 8 years Contracts & Procurement experience, particularly in Oil & Gas Operators
• Direct supervisory experience (mandatory)
• Experience in contract formulation activities, systems and processes coupled with a superior working knowledge of engineering, construction and service delivery practices.
• Understanding of local content requirements in the contracting process
• Ability to work under pressure
