The Company:
A super major global Oil and Gas operator.

The Role:
This will be an exciting and hands on role for a global oil company. You will be responsible to provide the Contracting and Procurement (CP) expertise to the project team and ensure the overall CP strategy is in line with the overall CP strategy as well as increasing the level of understanding amongst the engineering staff and contracters.

Main Accountabilities:

• Assist the Contract Holders to implement the approved contracting strategies for assigned contracts/purchase orders and long lead purchase orders.
• Manage the procurement process from initiation through to the preparation of Pre-Qualification packages, Invitation to Tender/supply Packages,as well as the technical and commercial evaluations, negotiations and preparing Tender Board submissions.
• Monitor performance of contractors and vendors and impact on schedule.
• Maintain and archive contracts and purchase order files
• Maintain the project contractor/vendors lists.
• Facilitate the establishment of detailed post award vendor and contractor management plans. Execute amendments and addendum to contracts and/or purchase orders as part of ongoing “maintenance” phase of the contract.
• To ensure that spare parts are available for use when required by the project through appropriate approvals.
• Timely sourcing, expediting and scheduled delivery of (long lead) items and project materials.
• To develop market intelligence reports, supplier reports and management information.
• Act as CP custodian for Requisition to Pay process and pursue standardization.

HSE Responsibilities:

• Comply with JOSCO’s HSSE policies and procedures applicable to job.
• Implement, the 12 Life Saving Rules (LSR) in Contracts when and as applicable.
• Ensure Contract HSE Risk is identified and related clauses and terms are mentioned in the Contract.

Key Challanges:

• Ensure that, where possible, goods and services are procured locally from indigenous companies. Monitor the local content in existing and future purchase orders to stimulate and develop involvement of local vendors and ultimately achieve local content requirements.
• Develop knowledge of the capabilities, experience and capacities of local contractors in Jordan.
• Ensure that where possible best practices including supply chain management, Global procurement initiatives, cross-project synergies and other new developments are built into the contracting strategy and tactics.
• Promote standardization and variety control.

Essential Skills / Qualifications:
• Direct knowledge and sound technical appreciation of all types of oil industry equipment and materials is preferred.
• Comprehensive knowledge of the commercial processes for procurement and stock control/materials management, including interpretation of the commercial terminology, clauses used in contracts and the General Conditions for Purchase of Goods and Services, INCO terms, logistic arrangements and ordering process, pre-qualification of contractors.
• Knowledge of Anti Bribery and Corruption (“ABC”) and Health, Safety, Security and Environment (HSSE) contractual requirements.
• A minimum experience of 6 years in a materials management and procurement function.
• Detailed appreciation and knowledge of purchasing-related systems, including: ERP type systems (e.g. SAP), inventory control and purchasing systems (SUN).
• In depth knowledge for use of office systems, including Word, Excel, Access, and macros and procurement process flow design.

• Commercial acumen with focus on delivery.
• Ability to manage the contracting/procurement process fully independent.
• Ability to influence the activities of project team members and outside parties including the setting and expediting of policies related to the provision and use of spares
• Pro-active style with an ability to question and challenge others where technical specifications are not clear.
• Comprehensive knowledge of the supply market and potential suppliers, or where commercial benefits can be obtained.
• Comprehensive knowledge of the contracts and contract clauses, variations and amendments and claims.
• Ability to maintain sound working relationships.
• Good communication and inter personnel skills.
• Affinity with related areas, project delivery, driving change activities
• Thorough knowledge of English and Arabic language is required.
