The Role:
Brief Project / OU overview
The position of the Senior Contracts Engineer will be based in the Hague area. It is envisaged that there will be periodic travel to the Project Design office in Aberdeen.
The position will be a hands-on position as part of a team of dedicated CP team in the execution of a defined project scope or work package.

Purpose
Develop mandatory CP deliverables for clients Projects for the Opportunity Realisation Standards, which include CP governance structures documents (CP Early Involvement report, CP Execution Assessment, Project Category Assessment report, CP Strategy report, CP Execution Strategy, CP Execution Plan etc)
Implement CP strategies to secure third party services and materials in compliance with schedule, quality requirements and on best commercial terms. Develop Tender documents and execute tender evaluations.

Interact effectively with other Senior Contracts Engineers, Contracts Engineers and Contracts Assistants in the team and with other CP personnel on the project to implement a fully integrated CP strategy and CP plan for the entire Gabon PT Executed project scope.
Ensure that the approved HSE standards and Goal Zero policies are fully incorporated in the process of contractor and supplier selection and in the subsequent work execution phases.
Manage contracts and agreements in a proactive manner with the objective of minimising major claims and disputes.
Ensure business ethics are maintained to the highest level and ensure compliance with the Group Statement of General Business Principles.


Accountabilities
The Senior Contracts Engineer reports to the Project CP Lead and provides CP support.
The Senior Contracts Engineer will be required to:
Work as part of a team of contracting and procurement staff, together with a varying number of third-party consultant staff, in the provision of CP services throughout the pre and post award stages of the CP process.
Manage and administer his/her own portfolio of contracts in addition to the responsibilities described herein.
Provide input into contracting and commercial strategies and provide help with obtaining the requisite approvals for such strategies from management.
Prepare contract terms and conditions based on approved contract templates and amend such terms and conditions where necessary upon receipt of the requisite approvals.
Apply the approved principles, processes and procedures in the performance of all CP activities.
Implement contractor and supplier prequalification to secure the requisite capacity and competency while realising the local content plan.
Implement the approved CP strategy in tender and contract documentation.
Maintain a close and positive working relationship with other Finance and CP personnel on the project.
Implement the approved tender, bid evaluation and contractor selection process to deliver best value.
Ensure that tendering, bid clarification evaluation and recommendation for award processes are in compliance with the procedures governing the activities of the Development Company and the Group Statement of General Business Principles.
Implement comprehensive post award contract management plans for all major contracts awarded.
Ensure all variation requests are dealt with in a timely manner and all contractual matters are addressed so as to avoid undue escalation and claims.
Implement the approved process for the resolution of contractual disputes and ensure that such disputes are handled in accordance with the approved procedures and in a timely manner.
Ensure that the CP Plan is regularly updated to include all known contracts and procurement activities.
Ensure that all CP documentation includes the approved Customs procedures (wherever applicable).
Mentor Contracts Assistants and promote development of national CP staff professionals.
Work in close cooperation with other Contracts Engineers to facilitate a continuous exchange of knowledge and ensure that lessons learned from other parts of the project are adopted as appropriate.
Ensure that contracts and purchase orders are closed out in a timely manner and in accordance with the approved contracting and procurement procedures.

Essential Skills / Qualifications:
Careful and meticulous professional and a motivated self-starter with a proven track record of CP performance.
Experience working with CP in a major project context (Pre and Post Award).
Experience with Early CP Involvement and developing CP strategies.
Applied knowledge of contract terms and conditions.
Experience of local content development, considered a plus.
Experience with multi-national and multi-cultural teams.

Desirable Skills / Qualifications:
Experience of working in frontier project environments, considered a plus
