The Role:
Our leading client is currently seeking a Senior Contracts Engineer Iraq Based. The successful candidate will work 28/28 with a back-to-back. Company housing and meals are provided in a Camp in the desert, approximately 2 hours drive by armoured convoy. The start date is ideally December 2013 but there is some flexibility that can be discussed at the relevant stage.

The Senior Contracts Engineer supports the Contract Holder and Contract Sponsor with the management of the Contract ensuring compliance with Company’s C&P Policies and Procedures. These include the following:

•Ensure contractual aspects are adequately addressed in the Contract Management Plan;
•Actively provide advice to the Contract Holder on all contractual issues to ensure Company and Contractor act in accordance with the Contract;
•Assess and action contractual aspects of Contract Variations, Claims and Disputes;
•Advise on and review compliance with Company’s C&P Policies and Procedures;
•Support implementation of Global Category Strategies through adoption of Global KPIs and Business Performance Reviews;
•Control commercial Contract documentation and correspondence;
•Prepare and guide contractual discussions/ negotiations;
•Verify commercial completion;
•Appraise and feedback performance.

•Understand and translate business drivers into fit-for-purpose C&P Strategies
•Develop fit-for-purpose and robust C&P strategies and tactics for individual contracts;
•Ensure Iraqi Contractors are engaged to the extent possible for scope packages;
•Deliver high-quality Tender Board submissions for C&P strategies and award;
•Manage all pre-award correspondence with Tenderers;
•Deliver timely pre-qualification Tenderer list, pre-qualification evaluation procedure (including questionnaire) and pre-qualification evaluation report;
•Deliver timely Tenderer list, final ITT, tender evaluation procedure, technical evaluation report, commercial evaluation report;
•Develop commercial evaluation models and endorse technical evaluation to model to ensure commercial integrity of tender protected and the complete tender process is sound;
•Carry out commercial evaluations of tenders
•Deliver all necessary internal approvals for strategy and award

Post award
•Rollout structured contract management plans which stipulate all required procedures, reporting and KPIs, ensure adherence through audits;
•Act as commercial gate-keeper for all proposed variations, understanding the scope, reasoning and providing challenge and expedient resolution of issues;
•Ensure contracts are correctly set-up in internal systems for contract management and payment;
•Ensure accuracy of invoices in accordance with the contract;
•Follow C&P procedures and CPPM in tenders and contract management;
•Support the Contract Holder in contract management, with special focus on contract interpretation, variation control, RtP and claims protection.

Essential Skills / Qualifications:
Experienced Contracts Engineer (more than 10 years) in oil & gas upstream projects in construction and in challenging locations
Degree – engineering or similar technical degree, law and Quantity Surveyor qualifications are also acceptable
Arabic language skills a benefit
SAP and Procon knowledge a benefit
Candidates must show adaptability to changing procedures, ability to work under extreme deadlines often at short notice
