The Role:
Senior Contracts Specialist based in Nyhamna, Norway required for supporting and managing subcontracts and providing post award contract management services for Nyhamna Onshore Gas Plant Expansion Project.
The project is being executed on an EPCm basis. The EPCm Contractor is responsible for Engineering, Procurement & Construction Management.
The Contracts Specialist will be based at Nyhamna and report to CP Lead for Onshore Facilities in Stavanger.
Job will require occasional commuting to Stavanger, Oslo, Stord and other cities from time to time.

DIMENSIONS: There are about 15 subcontracts including Civil Services, ISO Services, Fabrication and several site services in various stages of award.
PRINCIPAL ACCOUNTABILITIES: Provide guidance and support to Client's Site team to ensure that the company complies with EPCm contract requirements in managing subcontracts
Responsible for all commercial and contractual activities associated with subcontracts administration.
Draft contractual correspondence, instructions, and notices to Contractor.
Review incoming and outgoing communications, instructions, transmissions between Company and Contractor to ensure contractual correctness and avoidance and/or identification of potential contractual and/or commercial problems.
Attend periodic progress meetings, and ensure that the minutes reflect an unbiased record of the discussions and issues addressed.
Evaluate commercial effects of any Site Instructions issued by Company to the Contractor.
Ensure accurate and comprehensive Contract records and reports are produced and maintained for Site Instructions, Contract Change Requests, Contracts Changes (actual and foreseen), and any supporting communications or documentation.
Manage VORs. In conjunction with the site Project Team agree additional money and man-hours required for the Schedule of Rates, day work accounts, reimbursable item accounts and the like.
Assist in review and evaluation of Contractor’s Change Order Requests and formulation of Contract Changes for issue by Company.
Assist in evaluation of Contractor’s contractual claims, and recommendations for financial settlement. Assist settlement of the Contract Final Account in cooperation with Finance & Project Services. Assist in processing insurance claims and vendor back charges with the appropriate Company department. Support in any insurance related matters concerning loss or damage. Assist in preparation of the Contract (contractual and commercial) Close Out Report. General support and reporting to the C&P Lead in Stavanger

EXPERIENCE AND BACKGROUND Business or Engineering degree, or equivalent with a minimum of 10 years experience in management of high value oil and gas project subcontracts & contracts is a pre-requisite for the position. Quantity Surveying experience will be added advantage. The candidates shall be senior experienced professionals familiar with contracting/procurement roles in major capital or brownfield projects. Candidates will have experience with high value engineering and fabrication contracts. Experience in working closely with Contractor at Contractor/Company premises while protecting Company’s interests and ensuring that Contractor complies with Company requirements and procedures. Ability to communicate with technical and commercial representatives at all levels Understanding of strategic, technical, legal, finance, taxation and commercial issues Able to articulate himself/ herself well in verbal and written English. Additional communication skills in Norwegian language preferred. Experience in Norwegian working environment will be added advantage.
