The Company:
Oil and gas company (our client) is looking for Senior Control and Automation Engineer

CANDIDATES MUST HAVE ELIGIBILITY TO WORK IN RF.
Fluent Russian&English
The job envisages that an employee meets the following qualification requirements:
- Higher professional (technical) education.
The minimum previous work experience under the specialty shall be seven years.

The Role:
The job responsibilities Senior Control and Automation Engineer are identified on the basis and in the scope of the qualification requirements, and may be amended and identified according to the Job Description as required.

The job responsibilities of the Senior Control and Automation Engineer are to manage all Control and Automation duties on the COMPANY Pipeline systems, these include but are not limited to:
- Pipeline Leak Detection System (LDS),
- Pipeline Metering Systems,
- Pipeline Gas Transfer Terminals (GTT’s)
- other Pipeline Facilities i.e. Block Valves

Also he will be required to assist BS2 Contract Maintenance teams when required in Control and Automation issues.

Job Description:
2.1. provide engineering support of the activities performed by operating personnel of the COMPANY Pipeline production facilities within the scope of his/her competence;
2.2. Participate in the development of strategies and procedures for instrumentation and control automation engineering maintenance in line with the requirements of the applicable RF rules and norms as well as in accordance with the corporate and international standards adopted by the Company for the Pipeline systems.
2.3. review and optimise strategies and procedures to ensure their continuous improvement and compliance with the latest technical requirements, and to perform work on scheduled and unscheduled maintenance in the most efficient way and at the lowest level of time expenditures and material costs; ensure their implementation at the level of the Company’s for the Pipeline systems ;
2.4. prepare and provide maintenance programmes in SAP, including overhauls and one-time activities by way of ensuring technical integrity and reliable and safe operation of the Company’s for the Pipeline systems facilities;
2.5. control the quality of scheduled preventive maintenance programmes, inspections and repairs to ensure their compliance with the highest standards, exercising effective parallel control of financial expenditures and material costs;
2.6. participate in the development of annual financial plans and budgets required to perform scheduled maintenance programmes with allowance for possible unscheduled repairs;
2.7. develop detailed procedures for inspections and audits and ensure their compliance with the requirements of the RF rules and the Company standards;
2.8. develop procedures for temporary shutoff of safety systems in accordance with the requirements of the Company procedures for Control and Management of Changes, as well as in accordance with the guidelines for systems and equipment operation;
2.9. liaise with manufacturers and contractors regarding technical issues;
2.10. participate in the process of production logistical support with spare parts and consumables; provide engineering support of the process by way of needs identification and participation in purchase planning in SAP, as well as by needs optimisation;
2.11. prepare specifications and carry on negotiations on contracts conclusion with contractor companies for certain types of equipment or services;
2.12. maintain relations regarding technical issues with manufacturers, contractors, and certifying and inspection authorities;
2.13. participate in investigation of engineering malfunctions and technical failures and prepare detailed plans for their elimination, including drawing up spare part lists and estimation of labour costs;
2.14. propose and develop action plans to improve equipment reliability and safe operation; participate in the development of projects for modification of instrumentation and control automation equipment in accordance with the procedure for technical modifications approval and implementation established at the Company;
2.15. develop, review and approve technical proposals, calculations, modifications in drawings and documents;
2.16. provide technical and engineering support of start-up, commissioning and modification of instrumentation and control automation systems;
2.17. if required, provide technical and engineering support of start-up and commissioning procedures during closeout of equipment upgrade projects;
2.18. if necessary, review technical documents, diagrams and drawings and ensure their upload into LiveLink electronic technical library, within the sphere of his/her competence;
2.19. prepare and review documents required for repair and maintenance of instrumentation and control automation equipment;
2.20. participate in personnel competence assessment, training, knowledge transfer, and act as a mentor in the course of activities aimed at continuous professional growth of the Company’s technical and engineering staff;
2.21. constantly maintain the high level of knowledge in instrumentation and control automation, by way of studying technical documentation of the equipment manufacturers, specialised literature and periodic publications;
2.22. report on the results of day-to-day activities to the Line Manager, make proposals on labour safety improvement; inform the Line Manager on any revealed defects or deviations from occupational or industrial safety standards;
2.23. check and record all the activities relating to repair and maintenance of instrumentation and control automation equipment; ensure that all such activities are registered in the SAP computerised production management system;
2.24. make proposals on inspection, audits and maintenance procedures based on the results of operation, current state, manufacturers’ recommendations, typical defects, etc.;
2.25. participate in acceptance testing of systems and equipment, control documents transfer and sign the appropriate documents;
2.26. ensure that the work is performed in compliance with the requirements of labour legislation, occupational and labour safety and industrial sanitation;
2.27. ensure safety and timely update of technical documents and software;
2.28. develop and review measures to ensure safety operation of instrumentation and control automation equipment in accordance with the safe operation requirements;
2.29. cooperate with design and commissioning organisations on technical issues and provide his/her recommendations;
2.30. cooperate with representatives of supervisory bodies with regard to operation of instrumentation and control automation equipment;
2.31. develop and approve guidelines and checklists for scheduled and unscheduled repairs;
2.32. participate in planning and preparation for systems and equipment overhauls;
2.33. in cases of equipment failure or component defects, ensure involvement of manufacturers and vendors with a view to:
- investigate the causes of failures and defects;
- develop measures aimed at enhancement of reliability and safety;
2.34. If required act as a Contract Holder; as such, be responsible for preparation, approval, performance, and completion of contract obligations by the contractors; in particular, bear the following responsibilities:
- develop specifications;
- develop a Russian Content Development strategy;
- assess technical bids beforehand;
- in cooperation with the Contract Department specialists, prepare proposals for the Company management or the Tender Board, depending on the contract value;
- ensure performance of contract obligations, under the approved budget;
- ensure efficient performance of contract obligations, in accordance with the contract terms and conditions and the Company policies and procedures;
- ensure contract execution by the contractors in compliance with the Company’s occupational and industrial safety standard;
- on a quarterly basis, summarise contracts execution; for the purpose of contracts execution, visit the contractor’s work location at least once a month;
- approve engagement of subcontractors;
- when working with contractors, ensure permanent adherence to the Company’s business and ethical principles; and
- ensure availability and adherence to energy saving measures and measures to enhance performance of the Company engineering systems and production facilities.

Essential Skills / Qualifications:
3.1 At the expert level:
- principles of operation and technical specifications of instrumentation and control automation equipment;
- requirements to design, operation and maintenance of the main types of instrumentation and control automation equipment;
- requirements to instrumentation and control automation equipment determined by the rules of the RF and international authorities (GOST, ABS, API, ISO, BS EN, etc.);
- instrumentation and control automation equipment of the Company assets and the maintenance rules applicable thereto;
- principles of design and operation and technical specifications of automatic process control systems;
- classes of typical failures, methodology for identification of primary causes of failures;
- methods of installation, start-up and commissioning, adjustment, technical modifications and repairs;
- organisation of production technical support, namely: scheduled preventive maintenance, project operations development and performance; and

Desirable Skills / Qualifications:
- Internal Working Rules, rules of labour and industrial safety, industrial sanitation and fire safety accepted for compulsory implementation at the Company assets.
3.2 At the level of practical knowledge and experience:
- principles of design, installation, start-up, commissioning, and operation of instrumentation and control automation systems;
- principles of design, installation, start-up, commissioning and operation of automatic process control systems;
- practical requirements to operation and maintenance of systems of quantitative and qualitative characteristics commercial measurement;
- procedures and methods for production, processing and transportation of oil, gas and products of their refining;
- production activities metrological provision;
- procedures and methods of calibration and verification of measuring instruments and reference gauges used for this purpose;
