The Company:
Our Client is one of the largest LNG producing company in the world.

The Role:
1. Basic Function and Scope:

The Senior Control & Instrumentation (C&I) Engineer supports the Project Management Team (PMT) during FEED as well as detailed engineering, construction and commissioning phases of the Project. Ensure that the C&I design and installation meet the Project safety, environmental, operational, quality, cost, design, and schedule objectives.

2. Tasks and Duties:


a. Support the Engineering lead in coordinating/communicating various issues that affect the C&I engineering design, safety, and regulatory compliance of the work.

b. Responsible for insuring that electronic Management of Change (eMOC) on Project design is performed according to established procedures, and work with the Business Unit to ensure eMOC adequately documents rational.

c. Facilitate and coordinate all C&I technical work products, is responsible for technical input on facilities sharing/allocation issues.

d. Facilitate and coordinate C&I engineering technical work products.

e. Evaluate / comment work performed by the Contractor and sub-contractors to insure that the work is being executed in accordance with project specifications, Company standards, and regulatory requirements. Includes review of C&I design drawings, documents, and specifications.

f. Identify and assess deviations to Contract Technical Specifications and regulatory requirements; ensure that such deviations will be processed according to project procedures and maintains Deviation Control Log.

g. Steward C&I engineering queries from the Contractor and sub-contractors as well as technical information requests.

h. Contributes to the development all of Project Report and protocols to ensure a successful GATE compliance review.

i. Keep Engineering Lead informed of C&I engineering progress, deviations, and execution concerns.

j. Participate in C&I engineering 3D model reviews and design reviews at Contractor's and subcontractor's locations.

k. In collaboration with the Engineering Lead, gain alignment with PMT on project engineering needs, objectives, and requirements.

l. Participate in kick-off meetings with the contractor and PMT to ensure common understanding of engineering requirements, including deliverables.

m. Conduct project team member briefing sessions with respect to C&I engineering requirements and processes.

n. Coordinate owner and PMT C&I engineering portions of design reviews including 3D model review to minimize disruption of the contractor's work.

o. Participate actively in the project's change management program.

p. Steward the process of capturing and communicate C&I engineering and design lessons learned for the project.

q. Assist the Engineering Lead in stewarding the contractor's activities with respect to C&I engineering execution including:

• Ensure that all affected parties are familiar with engineering execution plans, procedures, objectives, and overall job requirements.
• Ensure that the contractor staffs the project with adequate numbers of qualified personnel.
• Ensure that the contractor employs the appropriate design tools, including computer hardware and software.
• Ensure that the contractor adheres to all appropriate specifications and standards.
• Ensure that the contractor provides all contract documents, including those referred to in the job spec.
• Reinforce the requirement for the contractor to control the work, i.e. accurate and timely progress measurement and reporting.

Essential Skills / Qualifications:
a. Minimum of fifteen (15) years broad experience in all project phases i.e. I&C design engineering, procurement, and construction, would have at least ten (10) years specific involvement in major C&I design of oil and gas or petrochemical facilities.

b. Minimum of five (5) years construction and field experience with demonstrated, supervisory skills of five (5) years onshore facilities.

c. Experience with government agencies, contractors and vendors, in particular those involved in the construction of onshore facilities.

d. Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities.

e. Ability to work with 3D model software and review contractors 3D model development and plot plan development independently to capture the project design intent in to model.

f. Read, write, and speak fluent English, especially as it applies to technical and business communications.

g. Minimum five (5) years Middle East experience.
