The Company:
Major operator is seeking a Senior Cost Engineer III for a one year opportunity based in West Houston.

The Role:
• Working with the team, develop cost forecasts for equipment and services needed to provided Containment capabilities for wells worldwide.
• Work with Supply Chain, ensure that the appropriate approvals and requisitions are in place as needed to purchase equipment and services.
• Provide the appropriate Charge Codes or other invoicing information for commitments
Coordination of the Accounts Payable function, including acquiring technical approval, before forwarding for DOA approval as appropriate.
• Set up and maintain a cost control process, to track and forecast costs against the various CAPEX / OPEX Projects, Commitments, and budgets.
• Generate reports to inform the team where they stand against budgets / plans.
• Work with the Project team and Finance / Control, provide input to Business Plans, Budgets, and Value Of Work Done for the CAPEX and OPEX costs.
• Work with the team and Supply Chain, monitor the current forecast and Change Orders for the commitments in place.
• Ensure the appropriate Delegations Of Authority are in place for the team.
• Ensure everyone on the team understands where their time reporting and Expenses need to be charged, and track against this as appropriate.
• Adhere to the segment financial, business and project processes;
• Address issues pertaining to project cost control procedures
• Coordinate development and implementation of project work breakdown structure (WBS) / cost breakdown structure (CBS) as needed
• Coordinate and develop appropriate control budgets consistent with project estimate and WBS / CBS
• Implement and monitor costs within each project stage and for entire project until completion or close-out
• Collect and compile progress and cost data, and develop cost-control worksheets and reports for review by the delivery team
• Provide cost input to commitment close-out process
• Review and audit contractor cost control procedures and practices
• Perform quality assurance on contractor cost-management performance if needed
• Coordinate preparation of cost risk analysis
• Coordinate and develop project annual-spend projections, cost reconciliations and variance analyses
• Prepare project authorization for expenditure (AFE)and monitor AFE approval process
• Assist and prepare cost performance management data
• Provide interface to other functions and teams to improve processes, resolve conflicting priorities and ensure adherence to best project practices;
• Work with Financial Control and Accounting (FC&A) function to ensure implemented processes conform to internal control evaluation (ICE) requirements
• Develop and issue various reports to appropriate stakeholders
• Develop project close-out plan
• Work with business unit or project controller and accounting function to ensure adequate financial controls

Essential Skills / Qualifications:
• Moderate or better experience level with cost management tools / processes;
• Ability to organize and prioritize work and meet deadlines
• Ability to recognize and solve problems
• Analytical ability
• Bachelor's degree
