The Company:
Our global leading client is seeking highly skilled, experienced & capable contract international employees to work on a large multinational complex oil & gas project.

The Role:
Our client is seeking an experienced Senior Cost Engineer responsible for developing and implementing :

• Cost Control and Cost Reporting of Projects within the Angola Operations Projects organisation (AOP)
• Cost Control and Cost Reporting of the TAR (Turnaround) scopes of work
• Project Corporate Reporting :- Financial Reporting (GFO), Business Planning and VOWD
• Ad-hoc Reporting

The prime objective is to ensure :
• Client management are provided with definitive and accurate cost management

A major part of the role is to :
• Apply the Angola RPU cost management requirements to ensure costs are accurately tracked and forecasted against cost centres.
• Introduce and maintain TAR major vendor commitment tracking schedules.
• Interrogate the Financial & Procurement systems SAP, VIM and Maximo and relate all cost reporting and forecasting back to these approved bases.

Roles & Responsibilities

The post holder will be expected to:
• Provide / update definitive monthly cost reports for CAPEX & OPEX projects
• Contribute the monthly data that will enable the GFO and reports for financial information to the Angola RPU to be issued
• Provide the project management and TAR teams with accurate cost reports which include reliable forecast final costs
• Review / verify committed costs
• Ensure the cost reporting requirements are included into the Services and Materials contracts
• Prepare monthly cost status of expenditure, commitment, Value of Work Done, Trending and Forecasting at Contract, Project and TAR Levels
• Prepare quarterly Company GFO reports and Accruals
• Verify all cost data provided by contractors through PSCM to ensure it has been developed in compliance with the reporting requirements defined in the contract
• Conduct regular monitoring of the vendors’ internal process for capturing and reporting cost data to ensure the accuracy of the data
• Support the preparation of cost estimates and assist in the verification of those estimates that have been prepared by contractors that later become part of an agreed contract
• Liaise with various functions in Angola to ensure TAR cost control is accurate, robust and avoids duplication
Major Responsibilities of the Cost Engineer / Estimator
Appraise
• Assist in the development of high level cost estimates for each option
• Obtain Benchmark data for all cost estimates to assess the viability of the project
• Assist in the development of more detailed estimates for select stage
Select
• Assist with the updating of high level cost estimates for each option
• Ensure that cost estimates reflect stages, actions and reviews in accordance with Project Execution Plans, Contract Strategies and Clients Small Project common processes and the TAR processes
• Ensure that risk elements and mitigation plans are built into the cost estimates
• Assist in the development of the initial Project Control Estimate for the selected concept
Execute
• Assist in the preparation of the Project Master Control Estimates
• Monitor Cost Performance and trending of contracts
• Identify and analyse variances from budgets, revise forecasts and update current estimates by month
• Perform risk analysis and evaluation
• Prepare Cost Input to Project Monthly Progress Reports as scheduled by the Project Calendar
• Assess cost implications of Project Change Proposals
• Participate in the review of bids prior to Contract Award
• Provide input to the Performance Unit financial controllers for Client ie GFO reports
• Verify the coding used and liaise with ‘goods receivers’ for specific invoices and expenses
• Process Invoices for payment
• Issue Payment Requests and liaise with Accounts Payable
• Provide Cash Call information to the financial controllers
• Reconcile the project cost control system and performance unit accounting system on a monthly, quarterly, annual and inception to date basis
• Preparation of Annual Budget data
• Preparation of Cash Flow Forecasts
• Review of Contract payment conditions
• Establish attest programmes for contracts / purchase order invoices
