The Company:
Our Client is one of the largest independent oil and gas exploration and production companies in Europe.

The Role:
Job Purpose:
To establish an effective Project Cost Management System
Provide cost engineering services to the Developments Team as well as associated budget holders
Produce accurate cost reports to include Forecast cost, Value of Work Done and Commitments against approved Budget
Ensure that payments are made in line with contractual agreements and that invoices are correctly allocated to WBS codes and Account codes
Assist in the allocation to shared or common costs
Help establish effective budgeting process
Main Responsibilities:
Perform all aspects of the cost management processes from project inception through to project close out. Duties to include:
Provide estimating support on an as required basis.
Advise on contracting strategy from a commercial perspective.
Develop Work Breakdown Structures to meet project/company reporting requirements as required
Coding of requisitions out the outset of the contracting / procurement process.
Coding of contract approval documents.
Preparation of Annual Budgets, Project Budgets and Well/Project AFEs.
Provide expenditure phasing and projections consistent with project schedule.
Maintain accurate cost forecasts based on latest information.
Assess the value of commitments undertaken.
Provide Value of Work Done based on contractor reports, operations report, materials issued and estimates.
Processing of invoices including reviewing invoices for completeness, verification against contract terms & conditions, correct coding of invoices, resolution of invoice disputes.

Essential Skills / Qualifications:
Skills: Highly conversant in cost engineering methodologies and familiar with estimating and planning
Experience of industry standard cost control systems such as Kildrummy, PRISM, Cobra and SAP Finance System
Highly proficient in Microsoft Excel
Experience working in the Oil & Gas Exploration & Production industry as a Cost Engineer
Membership of a professional body such as AACE / ACostE is desirable.
