The Company:
Our client, an international major oil and gas operator, seeks a Cost Engineering Risk Advisor to join their team.

The Role:
The Client is currently searching for a CE Risk Advisor to work as a member of a multi-functional team to support / accomplish the following in the CE center of excellence (COE):
• Assists in interfacing with project team members to identify status of CE related risks; Administers risk process and tools
• Identifies risks from other CE areas; Facilitates routine and/or coordinates risk workshops
• Independently identifies and works with project team interfaces to resolve issues
• Interfaces with project team members to monitor and manage CE related risks
• Focal point for risk assurance activities
• Participates in Peer Reviews, Peer Assists, Estimate Assurance activities, and Risk Assessments
• May lead risk assurance activities in the CE COE
• Participates in the development, implementation, and sustainment of CE COE risk processes, assurance, practices, and standards

Job Knowledge and Proficiency:
• Demonstrated awareness of project risk and uncertainty
• Cost, schedule, and overall financial impact of risk
• Risk factors, Risk management plan, Contingency drawdown
• Able to describe risk management practices, specifically risk assessment, analysis, factor screening, mitigation / acceptance, and control

Able to identify and describe the following:
• Cost and Schedule interfaces
• Sources of project risk and impact on cost and schedule
• How contracts can help allocate risk between Client and contractors and relationship between Cost Engineering and project team interfaces in supporting contract development activities
• Probabilistic risk analysis for cost and schedule

Able to describe industry risk management systems / tools, including:
• Associated processes, procedures, and practices
• Describe cost and schedule assurance and risk assessment, including purpose, key components, and roles / key resources

Able to coordinate and/or facilitate the Risk workshop to identify schedule related risks across the project, ensuring:
• Risks are identified, assessed, quantified, and prioritized consistently across the project and risk mitigations and contingencies are identified
• Application of data and lessons learned

Demonstrated ability to participate in and support probabilistic cost and schedule risk assessments as a team member, ensuring:
• Cost and schedule targets are established based on assessments
• Outcomes are integrated into cost and schedule estimates as needed

Demonstrated ability to develop and manage a risk register addressing:
• All cost and schedule related risks across the project and project disciplines (e.g., Construction, Drilling & Completions, Subsea)
• Mitigations, Contingencies, Prioritization, and Owners
• Proactively interfacing with risk area owners on status, and reporting to Project LT and key Stakeholders
• Candidates with experience using Pertmaster for assessing risk are preferred, but not required

Industry Experience:
• Demonstrated experience with formal project management systems, principles and associated processes, practices, or tools
• Broad knowledge of industry and professional cost engineering trends and best practices
• Has large (>$100 million) upstream oil and gas project experience

Teamwork and Communication:
• Able to work in a multi-functional team and contractor environment, Able to facilitate work teams to provide cost and performance data in support of project performance assessment and reporting requirements, Strong interpersonal skills, Strong communication skills, written and verbal.

Essential Skills / Qualifications:
Bachelor's degree required in Engineering, Construction Management, Finance, or Business related. A four year degree with at least 7 years of experience OR 15+ years of experience in project controls for upstream and/or downstream oil and gas projects.
