The Company:
Our client, a major oil and gas operator, is seeking a Senior Cost/Estimating Engineer for one of there major capital projects.
The Role:
The Client is currently searching for a Project Controls Advisor to be a member of the Cost Engineering Center of Expertise (CE COE) Project Controls Team reporting to the Project Controls Manager. The Project Controls Advisor works as a member of the CE COE to support / accomplish the following:
• Assists Major Capital Projects (MCPs) with the assessment and implementation of project cost control platforms
• Works with MCPs to help them develop, implement, and manage their Project Control Plans
• Maintains the Project Controls section of the PEP template
• Develops, implements, and sustains CE COE Project Controls processes, assurance, practices, and standards
• Maintains the Project Controls section of the contract starter kits
• Participates in Peer Reviews, Peer Assists, Estimate Assurance activities, and Risk Assessments.
Demonstrated technical skills in the following areas:
• Designing and implementing project controls systems, developing reporting methods and generating reports on regular basis, providing support in the preparation and maintenance of the integrated Project resourcing plan (staffing and funding)
• Assisting in contract formulation and administration, developing, maintaining and performing analysis of project performance through earned value methods
Demonstrated knowledge and experience with project business activities including:
• Finance Systems (SAP/JDE), Business Planning processes and Invoicing (processing, record keeping, auditing)
Essential Skills / Qualifications:
A four year degree in Engineering, Construction Management, Finance, or Business related with at least 7 years of experience OR 15+ years of experience in project controls for upstream and/or downstream oil and gas projects.
Desirable Skills / Qualifications:
Prior experience in executing major capital projects, as well as experience in a large enterprise "home office" COE with a role in Project Controls is highly desirable. Demonstrated experience with formal project management systems, principles and associated processes, practices, or tools. Broad knowledge of industry and professional cost engineering trends and best practices. Has large (>$100 million) upstream oil and gas project experience. Experience with Kildrummy CostManager is preferred.
