The Company:
Our Client is a Global Operator in the Oil and Gas Industry.

The Role:
Location: London then Middle East, with Travel to Iraq required.

• Work within parameters of our client's Estimating Guidelines
• Perform benchmarking studies against internal and external metrics
• Participate in functional assurance reviews of externally prepared cost estimates
• Correlate the required input documentation and maintain communication with the relevant stakeholders
• Liaise with development engineers in the preparation of concept Estimates and Cost plans
• Assist in the development and implementation of best practice corporate Estimating guidelines, processes and procedures
• Review cost estimates and expenditure phasing prepared by projects / contractors / joint venture partners and comment upon suitability, deliverability and overall quality
• Participate in Cost and Schedule risk analyses and work with Risk Manager to identify, report and manage risks.
• Maintain cost estimating metrics and systems for application across the project
• Provide ad-hoc support to Procurement and contracts
• Prepare special studies as required by Project Management

Essential Skills / Qualifications:
• Significant experience in the Upstream Oil & Gas Industry both Onshore and Offshore including subsea development, green field and brown field developments, preferably with both operators and contractors.
• Experience in ‘first principle’ and conceptual estimating techniques estimating
• Able to apply appropriate standards for the cost estimating function and recommend improvements as necessary
• Hands-on experience of using project control systems and procedures supported by current software applications –Excel
• Able to interpret and use data from cost estimates and risk analyses to assist in decision making
• High level conceptual and analytical skills, with demonstrated ability to analyse complex issues and solve difficult problems on a regular basis, identifying causes and offering alternative solutions
• Good communication skills, presentation, influence and behavioural skills, be fluent in English and have good computer literacy (Microsoft Office Suite)

Desirable Skills / Qualifications:
• Is an excellent team player with a pro-active and flexible attitude and able to work in a multi-cultural environment
• Experience of different contract strategies for plant construction including EPC and EPCM
• Knowledge of all phases of major oil and gas projects from Concept to Execution
• Understands the impact of strategic considerations on business decisions.
• Has awareness of Operating Companies functional project and technical assurance processes
