The Company:
A major, international oil and gas operator.

The Role:
The incumbent shall be required to provide planning and preparatory support to the engineering and construction operations. The incumbent shall work in conjunction with, and where required, direct the HSE team to ensure that the company requirements are implemented during EPC execution.
Primary responsibilities:
•Supporting the engineering function in reviewing/participating in contractor deliverables ensuring aspects related to technical and process safety are fully addressed in the development of the design
•Participate in ENVID, HAZID, HAZOP, QRA/MAR and other HSE reviews as required.
•Develop, maintain and implement a HSE Management System (policies, procedures, targets, goals) for SFDP in compliance with ISO 14001 and OHSAS 18001.
•Ensure that risk management processes and tools are used to effectively identify hazards, assess risk and provide recommended controls to mitigate identified risk to ALARP.
•Management & follow up of E&S actions and commitments register
•Ensure compliance with relevant Algerian and international legislative environmental requirements.
•Contribute to E&S competency development of Algerian Environmental personnel within the project team and increase their technical competence
•To provide assurance to the Project Management Team that all HSE matters are being managed within the Project Policies and Procedures.
Once the detailed engineering is sufficiently defined and works on the pipeline starts, the Sr. HSSE Pipeline Advisor shall mobilise to site where his responsibilities shall directly interface with the Contractors Project Management team and ensure that systems are in place to meet the Project HSE objectives. To this extent the Sr. HSSE Pipeline Advisor shall:
•Reinforce on a daily basis Incident and Injury Free Safety Culture for all onsite and offsite based construction and fabrication activities and maintain a sustainable safety culture on the project so that safety is a natural part of all work performed.
•Ensure HSE contract expectations are clearly communicated and understood by contractor workforce.
•Ensure EPC Contractor performs construction work in accordance with company's HSE requirements.
•Ensure that Contractor develops and implements an HSE programme which effectively manages construction risk.
•Manage and direct Company HSE Lead Advisors and Advisors.
•Periodic audit and review of Contractors to assess the implementation of and compliance to Project policies, standards and management systems processes. Ensuring that the results of audits and reviews are used to recommend areas for improvement in HSE performance. Leading and participating in audits.
•Schedule and accompany Management on safety visits where appropriate
•Ensure that compliance with ISO 14001 is maintained at all times

Essential Skills / Qualifications:
Previous oil and gas industry experience. Preferably in a desert environment.

Desirable Skills / Qualifications:
Engineering degree from an internationally recognised university.

Ability to speak French
