The Company:
Our client, a diverse Canadian Energy Company, plans new developments estimated at $12+ Billion over the next 5 years.

This position is open to Canadian Citizens and Permanent Residents only. Residents of Newfoundland & Labrador will be given first consideration for this position.

The Role:
Reporting to the Project Delivery Health, Safety, Security and Emergency Response Manager, this position will provide project level health and safety support (as required) in all phases (engineering, procurement and construction) of the project. The successful candidate will be responsible for supporting both office and field operations pertaining to aspects of the Health and Safety Management System with regard to records management, communication, coordination and training program development, as well as documentation and regulatory compliance within the broader framework of company's guiding policies and principles.

Reports directly to the Project Delivery Health, Safety, Security and Emergency Response Manager.

PURPOSE AND SUMMARY OF SCOPE:

Working within the project parameters, this position is required provide the “hands on” administration of general and confidential functions, specifically, the development and maintenance of a safety information system database.

Implements established policies and procedures using a high level of administrative, technical and systems skills and knowledge. Identifies, organizes and inputs large quantities of safety personnel information, generated through operating activities. Assists in the development and maintenance of employee filing systems, computer based files and forms and acts as the technical resource for compiling specified reports, from one or several sources. Compiles data into trending and statistical formats. Assist with health, safety, security and emergency response presentations.

PRINCIPAL ACTIVITIES, DUTIES AND RESPONSIBILITIES:

•Provide the “hands on” administration of general and confidential HSSER functions and documentation.
•Administers and maintains the development and maintenance of a HSSER information system database.
•Implements established policies and procedures using a high level of administrative, technical and systems knowledge.
•Identifies, organizes and inputs large quantities of safety personnel information, generated through operating activities including (where applicable) trending of key HSSER issues.
•Assist with the cataloging and filing of key communications with various regulators and assist the HSSER with tracking any outstanding items to completion.
•Assists in the development and maintenance of the HSSER Group filing systems, computer based files and forms and acts as the technical resource for compiling specified reports, from one or several sources.
•Compiles data into trending and statistical formats, communicating end results to the HSSER Manager and Team, as appropriate.
•Assist with the input of Safe Workplace Observation Program (SWOP) into the data base, including any follow-up and close-out of the SWOPS to final conclusion and closure. Review the project SWOP’s for trending and work closely with Corporate Health and Safety Group to ensure alignment and identify any Incident trending. Periodically communicate findings and status to the HSSER Manager.
•Assist the HSSER with coordination of HSSER documents into Aconex, including formatting, distribution and tracking any outstanding items for the group.
•Assist the HSSER Manager with coordination of Emergency Operations Centre Meetings, including Handover Meetings and Training coordination. This includes meeting scheduling, documenting meeting minutes/issues.
•Attend and document issues to various HSSER Meetings held in St. John’s.
•Ensure information and documentation is current and maintained in the Emergency Operations Centre at all times. Ensure both the persons on site list as well as the on-call list are current and posted in the Emergency Operations Centre. Ensure a systematic approach to information management applying best business practice and ethics contributing to the systems integrity and handling of confidential information. This is a very task oriented position that requires a high degree of concentration over extended periods of time and a high degree of speed and accuracy.
•Actively participates as a member of a multi disciplinary team, identifying areas of continuous improvement and opportunity.
•Identifies barriers to system issues and cooperate to provide quick and constructive resolution.
•Utilizes excellent planning, organizational, communication and monitoring skills and informs HSSER manager daily of activities and progress for assigned tasks and projects.
•Assists on special projects that may require strong computer and administration skills and systems knowledge.

Essential Skills / Qualifications:
•Minimum of 7 to 10 years experience with construction and/or industrial related operations.
•Experience with contractors, in particular those involved in the construction of mega projects.
•Incumbent should have technical writing skills, as well as strong information/administrative management skills.
•Experience working with contractors to ensure their health and safety systems application meets or exceeds Project Delivery Team’s minimum requirements.
•Experience with multi-tasking on activities and the establishment and maintenance of work priorities under stressful situations and conditions.
•Experience working in and around heavy construction field conditions.
•Experience with handling and maintaining highly confidential material and maintaining strict confidence, as and when required.
•Knowledge of regulatory compliance and communications processes.
•Excellent organizational and time management skills.
•Good communication skills with co-workers and external groups.

•HSSER Administrator activities may change during the course of the project and priorities may provide opportunities for new skills development. These new skills will provide opportunities for leaders, to avail of advancement opportunities to meet their career path objectives.
•Actively participate with Health and Safety Management System.
•Follow practices and procedures.
•Take minutes for all Safety and Emergency Response Related Meetings, OHS Committee and Stand-Downs.
