The Company:
Our client, a major owner/operating company, seeks expertise for offshore mega-projects in Canada.

This opportunity is open to Canadian Citizens and Permanent Residents only. First consideration will be given to residents of Newfoundland & Labrador.

The Role:
The Instrumentation and Controls Engineer stewards all phases of instrumentation and controls engineering. The engineer ensures that the Project's requirements, as detailed in the Technical Specifications, for all instrument engineering are carried out faithfully, and in a timely fashion. Stewards instrumentation and controls and controls engineering aspects of the Project with other discipline leads on the PMT, as necessary. Oversees the work of the Main Instrumentation and controls and Controls Contractor (MICC) Project Manager and his organization. Stewards the interfaces among the PMT, MICC organization, and the EPC contractor's organization with respect to instrumentation and controls, control and safety systems to ensure quality and minimize change orders.

Roles and Responsibilities:
• Provide overall instrumentation and controls engineering technical leadership and expertise from the St. John’s, Newfoundland location.
• Steward the MICC and EPC contractor's activities with respect to instrumentation and controls including:
Detail instrumentation and controls engineering
Development of instrumentation and controls logic and loop diagrams
Development and design of the I&C system
Development of the schedule, recommended deliverables, and labor hour estimate for instrumentation and controls
Measurement and reporting of physical progress
Selection, specification, and inspection of instrumentation and controls components
Procurement of tagged items including preparation of specifications, bid evaluations, bid tabulations, bid recommendations, etc.
Instrumentation and controls estimates for weight control report
• Review, evaluate, and advise:
Instrument and controls specifications, logic and loop diagrams
Development of Control Philosophy, SIS Philosophy, and ESD hierarchy
Compliance with design methods and safety factors to be used in design of project. Reviews completed design for correctness, compliance, and operability
Operability of the unit or plant for start-up, normal, turndown, and shutdown modes. Reviews or sets design basis for abnormal operating conditions
Technical bid tabulations for instrumentation and controls and safety systems
Provide input for shop tests and Factory Acceptance Tests (FATs), protocols and the events themselves
• Participate in I&C technical specification preparation and bid tabulations
• Participate in Hazardous Operations (HAZOP) reviews
• Participate in P&ID development and subsequent reviews, working closely with Process Engineers

Essential Skills / Qualifications:
•Bachelor of Science degree in Engineering or Engineering Technology

Desirable Skills / Qualifications:
• 10+ years of closely related professional engineering experience, 3+ years of which should be at a Senior Instrument Level
•Thorough and extensive knowledge of:
Instrumentation and controls engineering principles, theories, and concepts
Control System engineering principles, theories, and concepts
Applicable codes, standards, and trade practices
Selection and application of Instrumentation and controls hardware
•Oil and gas industry experience
•Read, write and speak fluent English, especially as it applies to technical experience
•Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities
