The Role:
To provide Instrumentation & Controls engineering advisory and design services for scopes of work, design basis definitions & basic engineering deliverables. Prepare conceptual designs for modifications or new facilities and evaluate 3rd party contractors if needed. Lay down specifications and requirements for the I &CS part of ITBs for EPIC projects followed by bids evaluation and recommendation for award.

Policies & Procedures:

Contribute to the development and oversee the implementation of department policies, procedures and controls covering all areas of engineering department activity to ensure that all relevant procedural/ legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.

Ensure all relevant safety, quality and environmental procedures, instructions and controls are adhered to so that safety of employees, quality of products/ services and environmental compliance can be guaranteed.

Determine and review control & Instrument equipment related calculations for all modifications and new projects in accordance with ORYX GTL's management of change process.

Feasibility Studies and FEED:

Develop feasibility studies, design basis memoranda and front end engineering designs (FEED) for all assigned projects for in house use or for submission to 3rd party contractor as part of overall engineering scope.

Engineering Deliverables:

Review and approve all control & Instrument engineering deliverables developed by consultants up to final delivery ensuring that ORYX GTL quality standards are met.

Third Party Consultation:

interface with third parties such as engineering consultants, suppliers, vendors, inspection agencies including Q-companies, Local authorities and departments on all control & Instrument engineering matters to ensure designs developed are deemed 'fit for purpose'.

Technical Support:

Provide technical support on Control & Instrumentation engineering issues in the review and approval of bidders, detail designs, material purchase requisitions, construction method statements, pre commissioning and commissioning procedures.

Factory and site tests:

Witness and accept Factory and Site tests (FAT/SAT) and inspect completed equipment installations to ensure compliance with design and specifications as required by the project.

Site Visits:

Conduct site visits/ checks and provide field support as required to ensure contractors' compliance to ORYX GTL QA/QC requirements.

Issue non conformance reports in order to monitor and record adequacy of construction works and materials used.

Design Review:

Contribute to design review meetings, value engineering, risk assessments and project risk studies (HAZOP/HAZAN) in order to provide control & Instrumentation engineering expertise.

Construction Support:

Provide engineering support to construction for any field changes.

Engineering Standards:

Review and modify control & instrument engineering standards in order to ensure ORYX GTL standards are updated and aligned with international and local engineering standards.

Key Performance Indicators:

Deliverables comply with ORYX quality standards
Deliverables comply with ITBs stipulated specifications/ requirements
Deliverables are submitted as per predefined schedules
Control & instrument engineering packages are as fit for purpose as possible
Safety risks and hazards are minimised
construction milestones are met

Essential Skills / Qualifications:
Bachelor's Degree in Control & Instrument Engineering

10 years of experience with at least 8 years in the Oil and Gas industry.
