Our client is a Global Operator in the Oil and Gas Industry.

The Role:
Job Summary
Responsible for managing the integrity of pressure systems fixed equipment, including ownership of Written Schemes of Examination, inspection regimes, inspection methodology, PSV management, defect assessment and fit for purpose assessments, for onshore and offshore pressure systems. To ensure the compliance and execution of IPPPS. To act as Competent Person under onshore PSSR Scheme.
Specific goal of ensuring our client UK’s pressure containing assets remain fit for purpose until the projected end of field life dates.

- Lead the development, review and update of fixed equipment integrity management systems. Undertake strategic reviews and assessments to guide the direction of the execution of the integrity management system.

- Ensure the continual development and operation of risk based inspection strategies, identification of damage mechanisms, active overview, guidance and responsibility for delivery of inspection cycle activities from scope agreement, technique selection, supplier selection, contract strategy, safety reviews, mobilisation, data acquisition monitoring & receipt & distribution of deliverables.

- Fulfil the role of Competent Person under onshore PSSR Scheme for Bacton Terminal & the expectation with IPPPS.

- Regulatory - HSE liaison for technical discussion, audits and any consents and licences for new and existing facilities.

- Review fixed equipment inspection & maintenance strategies regularly in terms of alignment with field life expectations of our client's infrastructure

- Manage and review the approval of external studies by specialist contractors

- Manage costs by controlling spending and promoting a challenging cost culture to ensure we get value from suppliers and contractors.

- Ensure the preparation of an annual pressure systems integrity summary including 3rd party activities, providing an overall fitness for service statement

- Review inspection reports and prepare Repair Orders & fabric maintenance recommendations; authorise Certificates of Inspection by population of our client’s WSE electronic database; act as engineering technical authority for all associated Repair Orders, fabric maintenance activities necessary to maintain legal compliance

- Review, approve and update Written Schemes of Examination and nominated Technical Integrity Assurance Procedures (IPPPS)

- Act as Control authority in the Management of Change process (PMP) providing technical assurance to modifications. Deliverables – safe completion of projects & modifications

- Support offshore/Bacton Terminal in assessing day-to-day safety issues. Required deliverables include auditable input into isolation reviews, risk assessments and incident investigations, where necessary

Safety Related Tasks

- Immediate recognition of defects & anomalies which represent a serious threat to safety/integrity & timely/appropriate communication, notification and advice to integrity engineers, line management & operations staff as appropriate.

- Compliance – Safety Critical Equipment - Accountable as ‘Owner’ of Safety Critical Element Performance Standards for topside hydrocarbon containment; undertake required annual & quarterly reviews of relevant performance standard compliance for pressure systems & associated aspects of other performance standards. In addition, fulfil the IPPPS Competent Engineer function ensuring that IPPPS and inspection strategy is executed accordingly, the document’s are up to date and act as reviewer/authority for all other Technical Integrity BMS documentation.

- Compliance (HSE) - Ensure regulatory compliance assurance and communicate with the external HSE and internally with HSE Dept. Required deliverables include attendance at required meetings and reviews and ensuring the operation remains in compliance with the safety cases and other legal requirements, maintaining good relations with external agencies

- Management of change (PMP) - With a good understanding of the management of change process and based on operational experience, approve significant offshore modifications. This requires judgement to ensure asset integrity is maintained

- Incident and investigation - be able to technically support a thorough investigation of a serious incident or accident to ensure lessons are learned and to assist in managing reputation with regulators.

- Risk Management – Understand operational risk to ensure that our client is not taking inappropriate risks in executing their work. This requires a good knowledge of HSE acceptable standards and risk management tools

- Certification (PSV) - Review Pressure Relief valve re-certification, examination history and set inspection frequency.

Essential Skills / Qualifications:
The minimum requirement for this position is a recognised mechanical or metallurgy degree and chartered status (or working toward). At least 10 years experience in Process / Petrochemicals Industry, with 5 years experience in onshore/offshore oil & gas. Relevant experience should include pressure vessel design, integrity and performance analysis and experience of managing a corrosion control system.
With an analytic eye for detail, you should have a pro-active, hands on and innovative approach to problem solving and good interpersonal, IT and communication skills.
