The Role:
POSITION SUMMARY:

•Participate in the process of negotiating and obtaining surface access as needed for drilling, completions, facilities, pipelines, gathering lines, construction, and other related oil and gas activities
•Key activities will include adhering to land budget, participation in negotiations, ensuring project deadlines are met, and that project progress is communicated regularly to project owners. Communicate project status including meeting deadlines and spend/budget targets
•Obtain permits from regulatory bodies, railroads, highways, etc.
•This position will be responsible for obtaining surface access to land for well sites, facilities and pipeline construction, including supervision of the drilling permit application process.
•Ensure that all pre-spud surface related issues have been resolved in a timely manner, including title, road access, surface use agreements, ROWs and any related or similar agreements
•Manage surface owner relationships and relationships with external bodies such as township and county boards, and the ODNR.
•Work closely with Houston mineral land and legal groups, including verification of “on-lease” rights already owned by Hess pursuant to existing agreements
•Actively seek ways to improve efficiency of work processes and policies
•Manage process of delivering completed “handoff package” to construction or facilities teams that outline surface rights, restrictions, stipulations related to the rights obtained
•Also required are ensuring execution, compliance with, recordation of and receipt by Hess of surface agreements, leases, easements and rights-of-way. The position requires the supervision, coaching and mentoring of junior staff members within the department.

•Comprehend construction related activities and tailor negotiations to circumstance. Proactive in building trust, exploring options, clarifying understanding and managing expectations. Ability to plan, manage and close the negotiation process including implementation of the agreement/contract
•Develop and represent business cases requiring resource and/or financial commitment using management processes for approval and signature
•Identify the main issues, problems and opportunities. Uses analysis to draw appropriate conclusions and judgment in choosing a course of action. Strong attention to detail.
