The Company:
Our client is a major operator with large assets in Kazakhstan.
The position will initially be based in The Netherlands with business trips into Kazakhstan and eventually will move to kazakhstan on a rotational bases.

The Role:
To provide technical input and support to Production Operations in preparation for and during commissioning, start up and operational phases. Operations engineering support and expertise will include technical input into EP, T3 and FFD Project activities. The incumbent will ensure processes, design and plant changes are safe, operationally compliant and cost effective.

Accountabilities and Responsibilities:
The job holder is responsible for:
• Provide a high level of operations engineering expertise during all phases of Kashagan Field development.
• Provide support to, HAZOP’S, HAZID’S, QRA, 3D Model Workshops, FAT’s, SAT’s and Operational reviews to ensure that the plant and facilities are fit for purpose with respect to Operability and Maintainability.
• Input to the development of the Operating and Maintenance Philosophy, ensuring they are properly addressed and can be met by design.
• Support the P&M Operability & Maintainability Module reviews, conduct follow-up site visits and manage the concerns registries that will deliver improvements.
• Provide Production Engineering support to shutdown planning and activity coordination.
• Develop and facilitate a Maximum Well Delivery Assurance process.
• Develop effective interfaces with other Departments by maintaining an effective communications network with other functional groups.
• Ensure that regular co-ordination briefings are held between offshore and onshore equivalent engineers to maintain Production Engineering consistency.
• Provide Production Engineering input into the development of manpower plans and OPEX estimating models.
• Liaise with Process and Pipeline Engineering groups to ensure flow assurance risks are managed by developing robust, realistic and operable solutions.
• Research and prepare Potential Change Notices (PCN’s) to ensure that the document content is valid, technically sound and where possible prepare cost estimations to support its endorsement by management.
• Mentor Kazakh national staff.

HSE Responsibilities:
• Demonstrate a positive and pro-active commitment to HSE through the personal application of safety critical behaviors;
• Compliance with Republic of Kazakhstan Statutory HSE Regulations, Codes and Standards;
• Applying agip kco’s HSE Policies & Management System Requirements;
• Supporting/ Participating in Emergency Drills and Exercises as required;
• Reporting all Accidents/ Incidents and Unsafe Acts/ Conditions in a timely manner.

Main Interfaces:
• The job holder has to maintain effective relationships with HSE, Project (EP, T3, FFD) Groups, Facility Engineering, Production Engineering, Pipelines, Well Services, Chemical Management group, Operations, Maintenance, A&OI group, and Corporate Technical Authorities.

• The job holder will liaise with related contractors and vendors, RoK authorities through the appropriate Company departments, and specialised companies and technical institutes on studies, standards and contractual issues.

Essential Skills / Qualifications:
Qualifications & Experience:
The job holder must have :
• A degree in an engineering discipline
• At least 10 years operational experience of offshore production facilities, or in the absence of a degree, at least 15 years experience in an Offshore / Onshore operating environment including commissioning, start up, operations and troubleshooting, with a minimum of at least 10 years in a supervisory role.
• Sound knowledge/experience of Production Operations including interface with Maintenance, Drilling, Well and Reservoir Engineering and Construction groups.
• Experience in all project and operational phases.
• Experience of working in high H2S operations
• Experience in a similar role

The job holder must have proven:
• Ability to work in a multi discipline / multi cultural team.
• Good problem solving and analytical skills.
• A thorough understanding of complex operational issues and possess the ability to promote them (within a Project or Oper

Desirable Skills / Qualifications:
Former Kazakhstan experience is highly desirable.
