The Role:
The Outage Execution Specialist objective is to assist the Outage Manager with improving the overall effectiveness of the Outage. The primary focus will be to insure the proper front end loading is applied to the Outage planning efforts, internally with the Project work groups and contractors and externally with the Client TAR network. The position insures that work scopes, budgets, detailed work plans, materials, and resources are identified and available to support the performance goals of the Outage. The position will help develop the outage team's performance goals and joint goals with other work groups.
The position is a key contributor in achieving better planning and scheduling of resources in order to improve utilization of resources and quality and quantity of work preformed thus reducing the overall cost. The Outage specialist will own the work list and manage it's accuracy through progressive scope meetings with the Outage work groups.

Main Duties:
o Works with Outage team to create milestone task lists that are aligned with the overall CVP milestones
o Facilitate Outage meetings as needed to meet milestones and communicate the status of the Outage activities among team members
o Track Outage plan development (milestone task list) weekly to insure the team meets the issued deadlines, communicate any variances
o Assist in the preparation of the Select and Define stage Decision Support Package (DSP)
o Schedule the Peer review assessment and oversees the development of the information packs
o Oversee work list development and lead preliminary securitization and priority assignment process
o Monitor and publish Outage KPI's
o Participates in analysis of critical path and near critical path activities to look for opportunities to minimize durations and /or risk of negative impacts
o Lead effort in developing and documenting contracting strategies for the Outage including all scope of work
o Review all work scopes to insure all long lead items have been identified and assigned for purchase
o Prepare action items list summarizing all items from the various reports for reliability, inspection, Production, etc, that require follow-up action and identify responsible parties and timing for completion
o Oversees resolution of action items including previous TAR's lessons learned
o Set up meeting with Outage Planners, and all scope contributors after final scrutinized work list is received to clarify and ensure a common understanding of all items on the list
o Monitors scope throughout select and define to ensure work stays in line with Outage CVP requirements (12 week, 6 week gates)
o Facilitate contingency planning session for work execution and logistics
o Assist Outage Planner as necessary to provide constructability assessment of job plans and /or projects integration
o Review logistics plan and ensure the plan matches the construction schedule
o Work with Project Operations and the support teams to develop specific Client resource needs pre-Outage and during outage.
o Define engineering and inspection support needs during the outage
o Lead the Outage appraisal process to capture lessons learned from contractors and supervisors that will be leaving the site after outage completion
o Complete lessons learned process and reports
o Insure all work needing closure (hazop, near miss, action items, risk register ) have been closed prior to execution
o Follow-up with OPS SPOC and offshore on all work which was moved out of the Outage to be done either at the next TAR or during routine maintenance

Health and Safety Responsibilities:
o Responsible for health, safety and environmental performance and awareness to achieve our goals of no accidents, no harm to people and no harm to the environment
o Ensure HSE performance throughout the onshore and offshore teams is to the very highest standard
o Complete at least one offshore ASA per visit.
o Monitor for safe work environment
