The Company:
Our Client was established in 2004 to be responsible for the planning, design, procurement, construction, delivery, and asset management of ALL infrastructure projects and public buildings in Qatar, key responsibilities include governing the design, construction, and management of major projects including roads, drainage and buildings such as public buildings, schools and hospitals.

The Role:
Senior Planning Engineer staff to carry out Planning Services and all related functions as described in the Contract and Project Brief and as directed by the Engineer or his elected representative in the Engineering Business Support Department.

Significant experience in all areas of Project Planning with a proven track record of operating at a senior level with the ability to lead and inspire team members. The duties and services to be provided by the specified seconded staff are to be generally but not limited to all facets of the Planning/Costing profession but with particular reference to:
- On an on-going basis assess Department & Contractor prepared procedures and practices pertaining to Planning function to ensure optimum achievement of department contractor performance.
- Experience in the review and management of complex and high value claims in terms of time impact on the contract including elaboration of submitted claims and claim presentations.
- The ability to develop and maintain planning and cost reporting systems.
- Competent in reviewing project master plans and revised programs,
- Participation in tender evaluation
- The capability to prepare protocol and work guidelines.
- Contribute to Tender Bulletins when required and attend meetings, review and comment on submitted tender packages
- Ensure accurate progress measurement and reporting variance, deviance or non-compliance is performed and reported upstream.
- Proficient at reviewing complex WBS and CBS for the master time schedule.
- Monitor the review and evaluation of bidders’ time schedule and PWA manpower plans
- Excellent skills and experience of reviewing complex and high value baseline time schedules, resource plans and cash flows for both design and construction phases.
- Project time / cost analyses, databases, and benchmarking project status with planning tools and graphical presentation
- Review monthly projects updates and prepare monthly reports for senior management

Essential Skills / Qualifications:
Should have B.Sc. degree in civil Engineering with certification in planning under Primavera environment and cost engineering, should possess corporate membership of PMI or AACE or ICE.

Desirable Skills / Qualifications:
At least 15 years project management experience in planning, scheduling, Project control, claim Analysis and cost engineering, including at least 5 years using project management software e.g. Primavera Project Planner, MS Project. Good oral and written English language, with good report writing, analytical and computer skills.
* Extensive knowledge and experience in project planning, budgeting, cost phasing and control from the project initiation to close out phases, utilizing computer based systems (Primavera & Expedition), within the framework of an integrated project services function for the effective management of a wide range of concurrent civil projects, to meet the business plan objectives.
* Preferably, have minimum 3 years’ experience in the gulf region and 05 years site base experience.
