The Company:
Our client is a major international operator in the Oil & Gas sector.

The Role:
The role is for an African LNG project, currently at the concept stage.

• Ensures Change Management (review of variations/ claims/ Counter-claims or Cost benefit, negotiations with Contractors, analysis & recommendation, approvals of changes etc.,) complying with Company's procedures. Pro-active / Reactive & Responsive to changes in the Project and evaluate & recommend appropriate remedial actions.
• Identifies potential schedule and cost risk events & suggestion to avoid / mitigate project risks. Risk Assessment simulation models using computer software packages.
• Analyses and forecast schedule and estimated final costs of the project for various confidence levels. Manages schedule and cost risk assessment sessions and develops risk simulation models to mitigate/monitor/manage project schedule & cost risks.
• Provides guidance, direction, and specialized assistance to project controls personnel for the resolution of difficult and complex project control problems.
• Reviews & approves planning packages, progress measurement and reporting procedures, projects detailed programs, critical path analysis, program logic, review of relations, constraints, resource analysis, resource leveling, resource optimization, schedule tracking, look-ahead reporting;
• Schedules variance analysis, S-Curves, resource deployment plans, recovery plans, contingency plans, micro-schedules for shutdown activities etc.,
• Ensures project planning and scheduling, Investigation of impact of slippages on the Project, analyzing recovery plans/ mitigation efforts etc., Accountable to suggest remedies for recovery of project slippages such as schedule delays and cost over-runs, etc.,
• Certification of contractors invoices after thorough examination based on actual completed work. Manages all costs, schedule & payments related service contracts
• Supports Project Manager in tender processing/ evaluation of bids on schedules & cost. Ensures Project Control is adequately reflected in any contractual relationships with Contractors, suppliers and sub-contractors.
• Interfaces & co-ordinates, responses to queries from other Divisions and External agencies.
• Prepares monthly/Periodic Project Progress & cost reports to Stakeholders and control documentation with accurate details.
• Co-ordinates & Reviews with Project Manager in preparation of BR, PCRS, AFE, CVR and other Project controls related documentation for the Project, facilitating timely management approvals.
• Coordinates and facilitates key project reviews and workshops.
• Manages, directs & controls function for a large extensive project or group of projects. Includes personnel administration/ staffing activities, establishing objectives, providing technical direction and support, etc.
• Guides, directs and supervises subordinates to ensure they work to their best potential and contribute effectively as a team. Works in line with HSE Policy, and ensure awareness and compliance of HSE rules and regulations by subordinates.

Essential Skills / Qualifications:
The ideal candidate is/has:
• Bachelor Degree in relevant Engineering Discipline
• LNG, upstream experience
• 10+ years’ diversified engineering experience in Oil and Gas Industry including project management, planning, cost estimating and cost controls with at least 4~6 years in a supervisory capacity focusing on Project controls of projects in the upstream sector from inception to operations.
• 10+ years of work-experience on the OWNER side, i.e. Oil & Gas Operating Co.
• Experience and demonstrated skill in supervising, performing and presenting cost control and analysis, schedule development, control and analysis and overall project reporting activities.
• Capability to accept responsibilities and accomplish project objectives in a timely & professional manner. Strong organization skills and ability to function effectively and independently in an environment of competing priorities.
