The Role:
The Facilities Engineering (FE) Capital Project Team provides project engineering, drafting, and design services to support capital-construction program. This includes responsibility for work on a wide variety of facilities, including:
•Onshore production facilities (well sites, flow lines, gathering lines, metering stations, central flow manifolds)
•Oil/gas separation and processing
•Gas sweetening
•Acid-gas processing
•Sulfur handling, storage, and shipping
•LPG-product fractionation, storage, and shipping
•Crude-oil storage and shipping
•Rail-loading facilities for all products
•Infrastructure including roads, warehousing, and camps

The FE Project Engineer is a generalist that works with a broad scope of responsibilities in project management on multiple, concurrent, small capital projects (typically $1MM – 25MM). Assignments may vary from replace-in-kind projects to major turnarounds projects to new facility construction. These projects may include elements of reliability, piping, materials & corrosion, electric power, civil/structural, fixed and rotating mechanical equipment, instrumentation and controls. The FE Project Engineer is accountable for the quality of all aspects of a project for which he or she has responsibility, from the beginning of Phase 1 through Phase 5. Specific Work Responsibilities include the management of the following activities to completion:
•Project Team Management, Communication and Coordination
•Coordination of Preliminary engineering, Phase 1 and Phase 2
•Coordination of Phase 3 and Phase 4, FEED and Detailed Engineering Design with Contract Engineering
•Development of all CPDEP Deliverables, Phase Gate meetings and DE/DRB approvals
•Project Scope Management and Change Control
•Contracting and Procurement Plan Development and Management
•Mentoring of junior National Project Engineers
•Project Engineering and Construction Controls, including Schedule and Cost Control
•Project HSE Control and Execution, including Project Safety In Design (SID) Management
•Staffing Plan Development and Management
•Project Close Out
•Project Lookback Analysis (Post project completion)

•The Project Engineer must show experience and maturity in leading the Project Team to accomplish all the Specific Work Responsibilities listed herein in a timely manner, and in working with all the groups and organizations listed above. Timely communications with the Project Team and all Stakeholders is essential to a successful project.
•The Project Engineer must provide scheduling of Project Team resource requirements and progress monitoring to management in a timely manner to facilitate proper staffing. The Project Engineer shall be aware of Project Execution Plans and be able to clearly communicate management, staffing, contracting, procurement, and reporting requirements to his or her team and others.
•The Project Engineer shall keep abreast of current developments within the project management industry and deploy these together with any other organization procedures to assure best in class performance.
•The Project Engineer understands and effectively applies project management skills, principles and tools, and quality tools. He is also capable of providing informal training in CPDEP basic principles and tools.
•The Project Engineer’s assignments are outlined in terms of general objectives. He generally proceeds on own initiative and judgment, receiving general supervision with infrequent supplementary instructions.
•The Project Engineer’s completed work is reviewed in some detail, but adherence to solid project management and CPDEP/CSOC principles is expected as the norm for all work.
•The Project Engineer has effective listening skills and insures understanding of other’s messages. He understands and can articulate customer and supplier requirements. He is able to understand the varied perspectives of all individuals involved (both internal and external contacts), and is able to moderate his own behavior to enhance interactions between all the parties. He makes a positive contribution as a team member.
•The Project Engineer shall promote the use of Value Improving Practices, Best Practices and CPDEP/CSOC Principles to enhance and measure performance against the industry’s best practices. He understands and applies metrics to improve work Processes.
•The Project Engineer shall promote all the intents of the Way in all project work, and demonstrate safety awareness in project work and his own conduct

Essential Skills / Qualifications:
•An Engineering degree (typically Mechanical, Chemical, Electrical or Civil) from an accredited university.
•3-5 years applicable experience in the oil and gas industry
•PLSC Certification, plus any specific certifications required during the course of project work
•CSOC certification within 6 months of assuming position
•PMI certification preferred
