The Company:
Our client is a leading oil & gas operator.

The Role:
• Assist the LNG Facilities Engineering Manager for the day to day coordination and the follow-up and supervision of the detailed engineering and procurement engineering by the LNG PLANT EPSCC Contractor.
• Call for, participate to and/or organise all the necessary technical and/or co-ordination meetings with the EPSCC Contractor required to achieve the performance of the detailed engineering and procurement engineering, focusing on Procurement Engineering including Vendors & Subcontractors deliverables.
• Provide the necessary coordination with the engineering teams located in Moscow and Yokohama.
• Provide transverse – disciplines coordination within the LNG Facilities Engineering Team, in close collaboration with the LNG Facilities Deputy Engineering Managers and other Project Engineers, including those located within the LNG Facilities other Work Packages.
• Assist the LNG Facilities Engineering Manager and his deputies for the control and supervision of the detailed engineering and procurement activities by the LNG PLANT Contractor to ensure the engineering documentation is delivered on time to the construction yards and at SITE, compliant with the Project SOR, the Contract requirements, the DESIGN DOSSIER and the WORK TIME schedule.
• Provide assistance and coordination with the Project Interfaces Coordinators.
• To avoid EPSCC Contractor stand-by or delays, by ensuring on time responses to Technical Clarifications and Technical Deviations and expedite resolution of unexpected technical issues, by a proactive and proficient approach.

• Provide review and comment to the detailed engineering and procurement engineering deliverables from EPSCC Contractor when Reviewer or Leader or Requisition Engineer.
• Prepare technical Position Papers or Technical Notes to support Technical and Management Decisions, in particular when related to Design Changes or Change Orders.
• Prepare answers to the letters from EPSCC Contractors and Russian Design Institutes.
• Provide coordination and follow-up of the Vendors and Subcontractors deliverables when not a Requisition Engineer.
• Prepare smooth hand-over of the Home Offices detailed design activities to the Construction yards and SITE as applicable, ie: AFD and AFC deliverables/modules/construction subcontracts to Construction Yards and SITE for Field and Construction Engineering.
• Provide coordination and detailed engineering assistance to the pre-commissioning and commissioning group.
• Participate to the Project Detailed Design HAZOP and provide coordination within the engineering team and with EPSCC Contractor for formal close-out of the HAZOP and SPOT-PTR findings,
• Provide coordination and multi-disciplines review and comment to the EPSCC Contractor Change Orders, including recommendation report.
• Provide support and assistance to the Area Manager and Procurement Manager when required as interface activities between Area (Construction-Fabrication) and Procurement.
• Provide review and response to the Technical Clarification and Technical Deviation as applicable to his/her scope.
• Identify and evaluate changes to the Project Basis Of Design, as early as possible, anticipate problems and report to the LNG Facilities Engineering Manager, his Deputies, Area Managers and Procurement Managers.
• Provide support to the Project Management Of Change activities, prepare and follow-up Design Change Request.
• Act as Project Statement Of Requirement (SOR) coordinator for updates resulting from Approved Design Changes.
• Contribute in improving the project lessons learn and feedback, by providing “Lessons Learn and Feedback-Close Out Report”.
• Challenge the EPSCC Contractor activities and detailed engineering, to promote value engineering to contribute to costs saving. To promote alternatives design to optimize works and schedule.
• Provide inputs to the various weekly and monthly reports.
• Provide support to the LNG Facilities Engineering Manager for the review and comment, including recommendation of the EPSCC Contractor Monthly Progress Report.

Essential Skills / Qualifications:
Diploma: Chartered Engineer with proven > 8 years experience with large onshore plants and project engineering management in particular associated to a strong technical background (process, safety, piping and layout).
Good teamwork, strong minded, capable to take workload.
Fluent in English. Good for writing structured reports, technical notes and letters in English.
Speaking Russian would be a must.
