The Company:
Our Client is a major Operator in Qatar.

The Role:
Our Client is currently seeking a Senior Project Engineer to work offshore Qatar.

The work schedule will be 7/7. The position will be working 7 days offshore, followed by spending 7 days onshore (the onshore days will be predominantly 'rest' days but may involve some work in the office).

Primary Purpose:
The primary purpose of the Senior Project Engineer is to ensure that projects are brought on line in accordance with the Terminal & Export Department’s operational, safety and manning philosophies and also in line with the Corporate philosophies, Planning options and Business plans. Also to provide input and expertise in the development of new projects, project goals and to engineer, coordinate and control all project aspects with relevant departments.


Accountabilities:

1- Plans, co-ordinates and directs the activities of the project engineer in order to ensure provision of high quality technical and operational input to new project development for offshore installations and Terminal & Export Facilities and any continuing operational problems occurring and their shut down requirement, if any.

2- Preparation of scope requirement in close co-operation with Operations, Safety and Discipline engineers in order to obtain most cost effective solution. Directs the preparation of project studies, reports, forecasts and special engineering reports with regard to project accomplishment, project close-out reports, lessons learnt and Continuous improvement towards the accomplishment of the projects.

3- Manages the flow of information between disciplines, support groups to ensure the timely progressing of engineering work.

4- Review contract documentation for any technical issues.

5- Monitor / review progress of projects from conception till final commissioning and handover.

6- Interface with the Asset holder to expedite project decisions. Escalates to the Assistant Manager (Process Engineering) when decisions are not forthcoming and the schedule is in jeopardy.

7- Represent on major projects committees and discuss and reviews matters related to the requirements of the projects such as overall project strategy, equipment, application, time schedule, design, commissioning and operating practices. Ensures that the Departmental requirements are adequately resented and taken into consideration. Represents Operations Engineering with project management, project controls, procurement, and construction.

8- Recommends amendments to the design to ensure all requirements of the Department are met and that all new facilities integrate with the existing systems, allowing continued safe and efficient operation of the existing and new facilities.

9- Reviews commissioning procedures and monitors all stages of commissioning to ensure the work has been carried out to specification and facilities operate according to the requirements.

10- Ensures a recording system is in place for all projects documentation and associated drawings and ensure adequate control and easy access at appropriate stages of project. Manage technical documentation to review internally and through discipline engineers. Review and discuss possible new equipment with manufacturer and recommends the purchase of new equipment if economically justified and keeps abreast of changes in oil and gas technology.

11- Monitors the handover of projects, following up on punch lists of faulty or incomplete items, liaises with Engineering and the Operations Engineering Department to ensure the required work is completed to agreed schedules and in accordance with specifications. Discuss area that requires further action with Engineering Department or Project Team.

12- Organize, assist and participate in Plot Plan reviews, PFD reviews, P&ID reviews, HAZOP’s, 3D model reviews, constructability reviews, value improving practices, safety and operations reviews of the design work and quality checking plan including field checking.

13- Ensures that the requirements of the Department in terms of operability of facilities and equipment are fully met.

14- Contributes to project Technical Risk Assessments.

15- Review engineering progress as against approved schedules, evaluates and recommends corrective actions to schedule, when required. Review requires discussions within departments and preparation of supporting documents.

Essential Skills / Qualifications:
Job requires minimum Bachelors Degree in Mechanical, Chemical or Petroleum Engineering.
Over 10 years of project experience in the Petroleum Industry, especially involving Oil & Gas separations & Treatment including Effluent Disposal operations and commissioning.
Must have at least five years experience in Oil Production and Terminal Operations.
