The Company:
Our client is a global operator in the Oil & Gas industry.

The Role:
•This position is responsible for the safe, efficient delivery of the project aligned to the HCFC Phase-Out Legislative requirements under EU and UK Law. He/She must ensure the Project is done in accordance with project processes and complies with all legislation requirements and company HSE Policies.

•He/She must develop and maintain close working relationships with the Terminal Operations group, onshore Engineering and Management Teams in various locations and cultivate collaborative and efficient working relationships with appropriate EPC Contractors and Suppliers to deliver the challenging timelines for this Project.

•Flexibility of travel with the Project is a requirement to enable close Management of the Project at whichever location the EPC work is undertaken and also to oversee the Project at Site when in the Construction and Commissioning Phase.

•Manage project delivery to ensure the FRP is done according to the project process and are delivered to agreed timescales and budgets.

•Ensure compliance with all health, safety and environmental legislation and best practice for all aspects of project work. In particular the requirements of the HCFC Phase-Out regulations must be complied with as outlined in the AFE for the Project.

•Monitor project plans and processes to ensure targets are delivered in a safe and effective manner. Ensure effective communication with Engineering, operation, integrity inspection and Management. Encourage resolution of activity conflicts between teams by agreeing priorities and minimising clashes according to business unit needs and aspirations.

•Manage the Project Budget and Schedule by controlling spending and promoting a challenging cost culture in all project work to ensure PUK get value from suppliers and contractors and to deliver the Project on time. Responsible for approving Material and Service Requests within delegate authority.

•People – Competence and numbers – Maintain adequate competent project personnel for a safe efficient FRP Delivery, determine new issues, actively support recruitment of contract and staff, developing competence, and regular performance reviews of PUK Staff under his/her Line Management. Maintain organogram for the FRP.

•Monitor progress on performance targets and identify areas of under achievement. Ensure necessary actions are put in place to achieve desired results.

•Maintain safety culture – Provide safety leadership to the Project Team by making the appropriate interventions to prevent unsafe situations or unacceptable risks being taken whilst ensuring work is carried out efficiently. Need to challenge traditional thinking where appropriate.

•Incident and accident investigation – Be able to thoroughly investigate the more serious incident and accidents to ensure lessons are learned and manage our reputation with the regulators.

•Compliance - Ensure compliance with all health, safety and environmental legislation and best practice for all aspects of project work. Ensure that the regulatory authorities are informed of project issues as appropriate and develop good relations with them to minimise regulatory penalties/delays.

•Risk Management – Understand and manage Project operations to ensure that the Client are not taking inappropriate risks in executing their work. This requires a thorough knowledge of HSE acceptable standards, risk management tools and practical operational experience to ensure the correct risk (benefit analysis is carried out).

Essential Skills / Qualifications:
•The job holder must have very strong operational project knowledge of the onshore gas business (and preferably a strong offshore knowledge base as well) and have a sound knowledge of engineering, project management principles, planning, logistics and relevant legislation. In addition, the job holder must have strong leadership skills in order to drive delivery of the Project in a cost efficient and safe manner in line with the expectations outlined in the AFE. He/She must also be able to facilitate change where the tasks are complex, unclear or uncertain.

•The individual would normally be degree qualified and have at least 15 years experience in the oil and gas industry (preferably in the UK and SNS sector) or equivalent. At least 10 years in a senior supervisory/management role would be expected.
