The Company:
A civil work company for a airport renovation project in Mozambique

The Role:
We are looking for a Senior Quantity Surveyor – Contract Manager for a civil works contract in Mozambique (renovation of an Airport).

This contract is around 60 m$ value, duration is 24 month and commencement date will probably be November or December 2014.

It is a Red Book FIDIC contract, which purpose is mainly asphalt works (runway + taxiway), concrete (apron) and other miscellaneous as electrical, fuel hydrant pipes, marking, …

Of course works are going to be executed while the airport is operating (runway closures during night only).

The Quantity Surveyor – Contract Manager:
- will report to Project Manager.
- has a general overview of the project : contractual aspects, planning, costs, risks. He must be able to understand Employer’s concerns on the one side, and Contractor’s interest on the other side.

General purpose of the job is to seize opportunities to improve benefit of the Contractor, by initializing, negotiating and finalizing amendments to the Contract.
In our Org Chart, we have a Topographical Engineer who is in charge of drawings, detailed design, measurements and monthly statements, he also coordinates survey teams on site. This Engineer has great experience with such airport works, but doesn’t speak English and has no FIDIC knowledge.
We want this Topographical Engineer to concentrate on technical aspects of the works, while the QS will be in charge of contractual matters linked with works execution.
Of course they will work together, specially for changes in scope of work (design, measurements, procurement, …) and their consequences in terms of cost, and schedule.
We also have a planner in our team.
QS will Participate to weekly meetings with the Engineer. He will provide to Project Manager a day to day analysis of contractual impact of any decision of the Engineer.
He will advise the Project Manager about contractual strategy, identifying technical, administrative or contractual risks. He analyses changes (scope of work, disputes, damages, …) and their impact for the Contractor. He will prepare and submit appropriate letters, reports, documentation to preserve Contractor’s rights.
Of course he will be the one specially involved in Claim Management.
He will tightly work with : Project Mgr, Topographical Engineer, Planner, and our lawyer in Paris on Contractor’s side; and also with the Engineer.

Essential Skills / Qualifications:
Aware of SATCC, fluent in English
The applicant also has to be well experienced (minimum 10 years)
