The Company:
a Construction and Trading Company is seeking a Senior Quantity Surveyor

The Role:
Perform as a Tender "Owner" when directed and carry out full coordination amongst the Tender Team members.
Review Tender Documentations and ascertain client's requirements
Review completeness of tender documentation and clarify with Project's Consultants on discrepancies in tender documentation
Perform quantity take-offs / detailed Bills
Perform cost estimates via first principles
Sourcing of subcontractors and vendors
Liaise with in-house Design Consultants for any Design & Build Tender in connection with Works.
Preparing of Bid Program to meet the submission schedule
Prepare Distribution of Responsibilities amongst designated Tender Team
Request for quotation from sub-contractors and vendors
Evaluate technical / commercial submission of Sub-contractors and vendors
Liaise with Client / Consultant to understand and meet their requirement
Review Tender Documentation and prepare technical write-ups, method statement, risk assessment, trade scheduling information, list of builder's works in connection with services, list of interfacing works, etc.
Preparation of Pre and Post Bid Tender Clarification with Consultants
Identify value engineering component / potential and cost management items
Preparation of deviation / assumption / exception list during tender submission
Prepare Technical and Commercial document for submission
Review and prepare list of Risks associated with Builder's Works

Post Contract
Preparation of revised cost / time estimate, based in agreed list of deviation / assumption / exception lists
Providing general contract administration support such as reviewing progress claims in terms of contract, work complete to date and contract.
Providing cost control services including provision of financial project reports in terms of tracking current status/progress, risk, cash flow forecasts, forecast costs to complete, forecast final cost, Cost Performance Index (CPI), Schedule Performance Index (SPI) and earned value (EV).
Evaluation of contract claims in a timely manner in terms of provisions under contract.
Validation and valuation of contract claims i.e. Variations, Latent Conditions, Acceleration, EOT and Delay claims.
Provide advice on negotiation strategies and assist in the dispute resolution of major contract claims.
Provide advice on contract strategies during procurement and tendering in terms of risk mitigation, transfer or avoidance.
Train and mentor estimators, assistant engineers and project engineers in the areas of cost and contract management.
Assist in the development of guidelines for contract management processes and protocols.
Assist in the development of uniformed contract filing structure.

Other
Review, updating and maintain the Approved Vendors Registration System
Any other duties as assigned by the Technical Director and/or Management from time to time

Essential Skills / Qualifications:
Degree in Construction Management (Building)/Quantity Surveying or its equivalent
Min. 15-20 years experience
Experience in Various Civil Works, SMP( Structural, Mechanical & Piping ) E&I( Electrical & Instrumentation ) Works, Marine, Power Plant & Infrastructure projects preferred

Desirable Skills / Qualifications:
Language
Fluency in English is must. Excellent communication and written skills
Knowledge of Korean and/or Indonesian would be a great plus
