The Role:
ESSENTIAL DUTIES AND RESPONSIBILITIES including the following. Other duties may be assigned.
Health, Safety, Environmental and Social Responsibility (HSE-SR)
All members of the Project Team are responsible and accountable for EHS excellence. This includes the willingness to provide resources and personally lead the workforce to achieve EHS objectives. Effective leadership and the strong commitment of management are vital to the successful management of EHS issues for the Project Team. Leadership needs to be both supportive and visible to be effective.
The responsibilities and accountabilities of the Project Team members as applicable to the Project are as follows, all Project Team Members shall:
Quality Management System (QMS)
All members of the Project Team are responsible and accountable for compliance with the Project Quality Management System which includes a suite of procedures and Quality Plans including Design development, Criticality Management, etc.
Technical Requirements
• Reports to the Project EHS & Quality Manager, regarding ongoing status of technical risk and safety program including definition and management of FSA consultant studies, operations and related recommendations.
• Establishes and guides short- and long-term strategies for a Risk program for the project.
• Supervises and directs third party studies and activities carried out on behalf of the Project requiring;
o Detailed knowledge and practical experience of the application of fire and blast analyses and results
o Extensive familiarity with Quantitative Risk Assessment inputs, methodology and outputs.
o Experience with evaluation of gas and exhaust dispersion studies; Safety Critical Systems; Performance Standards; Dropped Objects Analysis and Prevention; and offshore Process Safety Systems.
o Experience of Offshore Safety Case development, related formal safety assessment studies and relevant US offshore safety regulatory requirements (including SEMS).
• Interfaces with project management and engineering teams to report risk & safety study program conclusions & recommendations back into the project.
• Provides expert input and guidance to project team regarding risk based engineering best practice (as applicable to the basis of design)
• Assists in preparation and presentation of budgets and forecasts to management.
• Ensures implementation of EHS &-SR expectations within a comprehensive Project EHS-SR Management Plan;
• Ensures consistent application of the EHS-SR Management Plan across the Project;
• Ensures that Project EHS-SR goals are in alignment with, EHS-SR goals;
• Develops a list of Risk Tasks and responsibilities register for the applicable Project stages;
• Participates in and coordinates with the Project Central Safety Committee;
• Manages completion of EHS-SR action items included in the Project Action Tracking System (by administrative assistant);
• Develops and applies project safety & loss prevention design philosophies
• Interfaces with specialist consultants and design contractor to establish detail design parameters for fire & gas and fire water systems;
• Interfaces with design contractor to develop safety equipment, egress route and fire protection equipment layout drawings
• Oversees contractor preparation of safety & fire protection equipment MTO.


SUPERVISORY RESPONSIBILITIES
Full supervisory responsibilities of third party (and any in-house) safety studies.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Requires a B.S. in Engineering or equivalent qualification or experience and a minimum of 10 years well-rounded field experience in offshore related Risk engineering and Safety engineering in Design. Offshore experience in the Gulf of Mexico is critical. Deepwater experience a must. Strong communication, organizational, leadership, integration, management and interpersonal skills required. Must have demonstrated effectiveness in problem solving and teamwork in engineering project environments.

LANGUAGE AND COMMUNICATION SKILLS
Ability to interpret technical data and then communicate with clarity to meet the needs and understanding of the recipient. Demonstrated communication skills with emphasis on oral, written and listening skills; ability to clearly convey information and ideas through a variety of media in a way that engages people and helps them understand and retain the message. Must have strong interpersonal skills. Fluent in spoken and written English.

MATHEMATICAL SKILLS
Detailed understanding and experience of hazard identification processes (HAZID, HAZOP), probabilistic risk analysis, cost-benefit analysis and ALARP principles. Ability to supervise, review and audit specialist consultant safety studies in sufficient analytical detail to ensure appropriate and consistent assumptions, clearly constructed practical recommendations and mathematical accuracy. Familiarity and experience with related hazard identification and analysis software a plus.

REASONING ABILITY
Must have the ability to define problems, collect data, interpret and establish facts, and draw valid conclusions; must have the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Must be able to travel by airplane, helicopter or car to local and distant domestic locations and occasional international trip by air. Requires occasional helicopter and/or boat travel to offshore platforms. Must be able to effectively negotiate movement on platform, including stairs, in all weather conditions.

While performing the duties of this job, the employee is occasionally exposed to environments that may include moving mechanical parts, toxic or caustic chemicals, outside weather conditions, risk of electrical shock, and vibration. The noise level in the normal work environment is usually quiet.
