The Role:
Purpose:
Manage, carry out and participate in the development and implementation of the Operational HSE Cases and safety engineering deliverables such as HAZOP, HAZID and QRA to ensure that the risk levels are managed and controlled within the risk tolerability criteria adopted by Agip KCO.

Accountabilities and Responsibilities:

The job holder is responsible to:
• Manage, carry out and participate in the development and implementation of Operational HSE Cases and other supporting documents to ensure compliances with regulatory
requirements;
• Coordinate the Operational HSE Case activities, verify and supervise the activities performed by various contributors including contractors and all other entities involved in the onshore /
offshore project;
• Manage, carry out and participate in the identification, assessment and management of the IPO HSE risks through the application of the Hazards and Effects Management Process
(HEMP). This shall include the facilitation of risk management workshops e.g. HAZID, HAZOP, HAZEER, Bow-Tie studies, development and review of risk assessment activities such
as QRA etc.;
• Manage and update the Operational HSE Cases with other elements such as Safety Critical Elements (SCEs) and its associated Performance Standards
• Review work completed by the Independent Verification Body (IVB) with respect to Performance Standards of Safety Critical Elements;
• Contribute to the definition of safety performance targets and relevant Key Performance Indicators (KPIs), monitor and analyse the related performances;
• Manage, coordinate and update the IPO HSE Risk Register, ensure that the focal point meetings are regularly held and actions are followed up and closed out in a timely manner;
• Other responsibilities include review of safety related reports, procedures and documents as work demand necessitates;
• Provide advice on diverse safety issues relating to all aspects of Client's operations, involving defining and researching issues and contributing to their solutions;
• Provide advice on safety legislation as applicable to any aspect of Client's operations;
• Promote As Low As Reasonably Practicable (ALARP) principle as applied to risk reduction;
• Promote and ensure awareness of HSE issues;
• Review and endorse risk reduction and mitigation measures;
• Assist in the development and review of the department budget and cost estimates;
• Supervise, coach and mentor the technical colleagues.

Safety Responsibilities:
• Demonstrate a pro-active personal commitment to Health, Safety and the Environment by following:
- Kazakhstan Statutory Health, Safety & Environmental Regulations;
- Clients Corporate Health, Safety & Environment Policy, and applying Clients HSE Management System.
• Support and participate in Emergency Drills and Exercises as required;
• Report all accidents / incidents and unsafe acts / conditions in a timely manner.

Main Interfaces:

Company
• Reports directly to Head of Safety of IPO HSE;
• Head of IPO HSE
• Corporate HSE;
• Competence Assurance, Logistics, Production Operations Engineering and Commissioning Managers and supervisory staff within the Operations Directorate.

External
• Venture Partner representatives and experts;
• RoK Regulatory Authorities where required;
• Liaise with the Detailed Design (EPC) Contractors / Sub-contractors/ Project Management Services Contractor (PMSC) / Peer Groups/ Full Field Development / Consultants and
Professional Associations.

Essential Skills / Qualifications:
The job holder must have:
• Degree in Chemical / Mechanical / Safety Engineering or equivalent level of qualification;
• Minimum 7 to 10 years experience in Safety Engineering roles in the Offshore and Onshore Oil and Gas sector;
• Project experience at Concept Selection, FEED, Detailed Design and Operations Phases;
• Proven track record in the preparation of very high standard technical documentation, especially Safety Cases, HEMP reports and HSE MS documentation.

The job holder must have proven:
• Extensive working knowledge of HSE legislation required for all aspects of project development from office based design through manufacturing, construction, installation and
production;
• Understanding of the technical engineering issues of exploration and production activities;
• Understanding of the safety issues of exploration and production activities
• Understanding of all engineering functions through the lifetime of the project;
• Expertise with the operating aspects
