The Company:
Our client is based in the Kingdom of Saudi Arabia, they are currently building an integrated oil refining and petrochemical operation by way of upgrading their oil refinery and constructing a new petrochemical complex. This joint venture has been in place since August 2005 when the project was established. This is an opportunity to work for and with one of the worlds leading oil companies in one of their major downstream projects.

The Role:
AREAS OF RESPONSIBILITY/ DUTIES:
• Plan the Daily, weekly and monthly safety inspections and review the daily safety inspection report and the proponent feedback. Participate in Safety Campaigns Activities
• Plan and Review the special safety inspection schedule.
• Participate in various high levels of Internal Safety Audits, External Safety Audits, Insurance surveys, Contractor Safety Evaluation, MFT OPS Dashboard, Management walk through, Special Reviews and prepare reports whenever required.
• Provide technical consultancy to JV departments by participating in DSCM, FSCM, PSSR, MCC, QMSR and Risk Assessments as required by Corporate Risk Management Standard.
• Participate & provide support in incident analysis, incident investigation, including process incidents as required. Assign and monitor CSMS SAP System Application. Advise on verification of COCs whenever required.
• Support JV Departments for establishing and implementing the Safety KPIs, Annual Safety Goals and Objectives. Provide safety statistics of the Section / Department, prepare dashboard for KPIs. Attend Functional and Departmental Safety Committee Meetings.
• establish and implement the company's safety management system compatible with OHSAS-18001.
• Develop safety rules and standards in compliance with SMS expectations, industry standards and best practices. Once approved, roll them out and communicate to JV personnel to ensure that they are aware of the company safety standards.
• Conduct complex analyses on products and operations to determine their compliance with safety related standards and report any deviation from standards to Health, Safety & Environment Manager and relevant Section Heads.
• Interpreted safety policies, rules and procedures for operations and maintenance personnel to ensure that they are aware of their responsibilities and rights in terms of safety.
• Review all requests for safety equipment/PPEs requested by JV proponents or proposed by Vendors and check their compliance to standard specifications.

Essential Skills / Qualifications:
• Bachelor degree in engineering with extensive experience in safety management, construction safety and risk assessments
• 10+ year experience in the oil & petrochemical safety management systems
• Professional certification in a field related to safety management such as PSM, CSP,…etc.

Desirable Skills / Qualifications:
Specific knowledge & business understanding:
• Expertise in the development and interpretation of Safety Management Systems requirement based on international standards such as OHSAS 18001, OSHA, and ISO
• Expertise in Safety Management System auditing
• Expertise in fire and safety engineering standards such as HCIS-SAF, NFPA, API, IBC,…etc.
• Extensive experience in the implementation and the audit of SMS in operating facilities
