The Company:
Our client is one of Australia's largest exploration and production companies and a key energy provider in both the domestic and international marketplace. They have significant interests in offshore exploration, coal seam gas and renewable energy with a major commitment to safety, quality, and environmental issues.

The Role:
•Be an integral member of the Field Leadership Team, taking daily direction from the LNG H&S Team Lead, and Field Commissioning Superintendents;
•Take HSS functional direction from LNG Exploration & Production H&S Team Lead, facilitate communication and agreement with the Field Commissioning Leadership Team;
•Liaise with the ER and Security Team and provide support and direction to the Field Commissioning Leadership Team to ensure compliance with the Security Directive and Procedures;
•Be required to communicate and influence across several teams, therefore must be proactive and promote HSS in a positive way, requiring minimal supervision;
•HSS Advisors to ensure that they fulfil their duties as defined by the Field Commissioning Superintendent and HSSE Management System;
•Actively promote and mentor leadership programs in the field and influence appropriate HSS behaviours to achieve HSSE values and principles;
•Ensure HSS Leading and Lagging KPIs and performance dashboards are available and communicated to field personnel and actively reviewed at leadership and team meetings;
•Ensure a Workplace Health, Safety & Environment Committee is in place at all operational sites and provide the Workplace Safety Representatives with appropriate support, mentoring and advice to effectively fulfil their role;
•Work with the HSS Advisors to develop, maintain and implement a weekly worksite monitoring schedule endorsed by the Commissioning Superintendent and HS Team Leader aimed at providing assurance that the key elements of the management system are being effectively implemented. The results of these checks shall be reported to the Field Commissioning Superintendent;
•Ensure each site has a HSSE risk register which includes all risks related to the activities and operations being conducted on the site as part of the HSSE Management System and ensure the register is reviewed and updated when new risks are identified or changed;
•Provide support by participating in or conducting Risk Assessments and JSA as required using the risk management process;
•Provide support at Commissioning Toolbox Talks and Team meetings, in developing, communicating or facilitating HSS initiatives and topics as required.
•Be familiar with and responsible for ensuring that personnel are fully briefed on their requirements under the following: workplace Health and Safety legislation and the Petroleum and Gas Act 2004 health and safety requirements.
•Review all site Commissioning HSE incidents and near misses with the leadership team each week and ensure that they have been classified and investigated appropriately.
•Assist the HSS Advisors and Commissioning Line Managers to conduct investigations and RBI as defined in the Incident Reporting and Investigation Procedure.
•Ensure all reportable incidents are communicated to the Field Commissioning Superintendent, LNG Exploration & Production H&S Team Lead.
•Facilitate the process and support the field leadership team to managing the closeout of outstanding incidents, observations and actions.
•Makes recommendations for onsite HSS improvements and provides technical advice on relevant HSS matters
•Be responsible for implementation and monitoring of onsite Emergency Response Plans and associated systems and procedures.
•Ensure a site ER exercise and drills schedule is developed, implemented and maintained. Support the Site HSSE Advisors in conducting ER drills and liaise and support the Brisbane ER Coordinator in delivering onsite ER Exercises.
•Support the site Commissioning Leadership Team and HSS Advisor in ensuring adequate onsite monitoring and auditing of the condition of contracting companies Safety Management Plans and is the key HSS interface with contracting companies used within this area.
•Ensure Drug and Alcohol testing is conducted onsite as required; liaise with the Health Team for support and advice.
•Work in partnership with the Site medic and Health team to actively promote and support health initiatives.
•Ensure the site HSSE induction is conducted, and fully understood by inductees, maintain the induction process with updated detail appropriate to the HSSE MS and regulatory requirements;
•Provide the Commissioning Superintendent and LNG Exploration & Production H&S Team lead with assurance that the site Lifting Equipment inspection registers; Confined Space and Hazardous Substances Registers are in place and being maintained as required by the HSSE Directives and associated procedures.
•Provide the Commissioning Superintendent and LNG Exploration & Production H&S Team lead with assurance that the site Management of Safe Work processes i.e. JSA, PTW, Isolations and CSE are being effectively implemented and managed as required by the HSSE Directives and associated procedures.
•Provide the Field Commissioning Superintendent with assurance that the HSS Directives are being met.
•Facilitate Commissioning HAZIDs
•Engage in and support the Commissioning Readiness and Risk Reviews and Pre-Start Safety Review (PSSR)

Essential Skills / Qualifications:
• Experience in a similar position, with specific commissioning HSE responsibilities
• Tertiary H&S Qualification Diploma minimum
• Knowledge of applicable HSS legislation
• Ability to deal with people at all levels of the organisation especially in the field
• Ability to identify, assess and mitigate HSS hazards and risks
• Ability to source information and provide competent advice
• Ability to implement policies, procedures and training programmes to address HSS needs
• Ability to plan strategically and set realistic targets and priorities
• Ability to communicate clearly and concisely both orally and in writing to all levels of the organisation
• Analytically investigate complex issues and establish the facts

Desirable Skills / Qualifications:
• Degree or equivalent in Occupational Health and Safety/ /Engineering / Risk Management
• Experience and awareness of HSS in CSG operations
• Ability to trend HSS performance data and provide reports.
• Competence in Auditing and Incident investigation RBI/RCA Tools.
• Experience working and influencing Contractor Company in HSSE.
