The Role:
JOB TITLE Senior Turnaround Execution Engineer
REPORTS TO Turnaround Planning Department Manager
PURPOSE OF THE JOB

Plans and monitors the execution of maintenance jobs and verifies and finalises job plans based on specific scope and inspection requirements.


KEY ACCOUNTABILITIES
DESCRIPTION RESULTS REQUIRED
Preparation for Execution of Turnaround:
• Reviews contract development plans and contractual scope of work for the execution of Turnarounds and delivers job packages to all concerned.

• Provides clarification or interpretation of contractual terms/clauses to engineers responsible for the field execution of work.

• Prepares final manpower deployment charts.

• Prepares and delivers progress report formats to maintenance staff and contractors.

• Monitors KPI’s for schedule compliance.

• Conducts HSE awareness training during pre-Turnaround to relevant and contracted staff.

• Downloads job plans into MAXIMO and ensures relevant costs are captured.

• Coordinates with Operations, Maintenance, Health Safety, Environment and Fire, Process Assurance and Quality and Integrity and Engineering Departments and ensures their activities are employed at the correct time.



• The overall performance of the TP Department meets company objectives and senior management is fully aware of performance indices and issues regarding all aspects of the Department.
Execution of Turnaround:
• Reviews all documents related to Turnaround, monitors the progress of Turnaround activities and suggests improvements to scheduling.

• Ensures work quality through close supervision of maintenance staff and contractors. Conducts progress meetings before and during Turnaround.





• Reports scheduling and Turnaround execution problems to the TP Department Manager and other TP Department staff and recommends improvements to procedures.

• Issues reserved material and ensures material reconciliation after Turnaround.

• Identifies gaps in Turnaround efficiency, safety, resources and schedules and proposes improvement plans.

• Participates in progress review meetings with contractors to monitor performance, and suggests corrective steps in case of deviation from agreed schedules. Offers guidance to contracting supervisors as required.

• Adds to and analyses data from the Computer Based Maintenance Management System (CMMS).

• Initiates Provisional and final Acceptance Certificates.

• Prepares the Turnaround close out report.

• Coordinates the close out of Management of Change (MOC) as per CP29.

• Turnaround is carried out efficiently, safely and cost effectively within a planned schedule to minimise interruptions to Refinery workflow.
Training and Development:
• Mentors TP Department Developees, in accordance with the company’s Emiratisation policy.
• Keeps abreast of advances in relevant technology through discussions with consultants and suppliers, technical publications and self-development.
• Shares knowledge and methods of applications with staff.

• TP Department Emiratisation targets are met.
• Training and development is embraced in liaison with the Training and Development Department to continually improve departmental performance.
Health Safety Environment and Fire Procedures:
• Knows the Company’s Health, Safety, Environment and Fire Policy, Procedures, Regulations and Objectives and ensures that they are effectively implemented and incorporated in Turnaround planning and scheduling.

• HSEF guidelines are incorporated into Turnaround planning and scheduling.
• Workers and equipment in the TP Department conform to HSEF regulations.

Miscellaneous:
• Performs other similar or related activities assigned by the Turnaround Planning Department Manager.
• Job accountabilities are completed in a professional manner as per the job objectives.












INDEPENDENCE OF OPERATION
Latitude • Devises work methods according to well defined policies, procedures and specialised professional standards.
Control • Subject to general directions from the Turnaround Planning Department Manager.


WORK CONTACT
Internal • Frequent contacts with the Turnaround Planning Department Manager and staff and Department Managers/Section Heads of Operations, Maintenance, Health, Safety, Environment and Fire, Process Assurance and Quality, Integrity and Engineering to coordinate and share information, discuss work priorities and monitor performance.
External
• Contact with the managers of maintenance service contractors to discuss, monitor and advise on contracted jobs as required.


JOB MINIMUM REQUIREMENTS
Education: • B.Sc. in Mechanical Engineering
Work Experience: • Minimum nine years maintenance and turnaround experience in an oil and gas context with at least five years’ experience in a planning capacity.
Skills: • Knowledge of the Oil and Gas Industry.
• Experience in turnaround and maintenance procedures
• Planning and performance management.
• Experience working with multi-discipline teams
• Communication and interpersonal skills
• Able to build relationships with staff and contractors with a focus on collaboration.
• Ability to manage multiple priorities in a diversified and critical environment.

• Knowledge of Computerised Maintenance Management Systems.
• Knowledge of MAXIMO software.
• Strong decision making ability.
• Proficient in verbal and written English.

PHYSICAL DEMANDS: WORK ENVIRONMENT:
• 50% of work time is spent in the office with minimal physical effort exerted. 50% of work time is spent in walking, standing, and climbing while in plant.
• Duties are performed mostly in an air conditioned atmosphere. Exposed to prevailing weather and plant conditions for 50% of the work time.

Essential Skills / Qualifications:
Education: • B.Sc. in Mechanical Engineering
