Our Client is one of the world's largest Oil and Gas companies. Their operations cover the entire energy chain, including oil exploration and production to trading, shipping and refining and marketing of petroleum products, as well as chemicals. The Role:

•To support the RSES in the management of non Technical matters, in particular those that require an in depth understanding of local UK cultures, legislation and UK construction working practices. This position requires a firm grasp of the English language
•Act as Company Site Representative towards all Shetland neighbours and the local community
•Manage the Site Office Manager and Site Assistant
•Manage the interfaces with local authorities and stakeholders such as the BP-Sullom Voe Terminal, Port Authority, Shetland Island Council, the Roads Department, Police etc
•Manage the local interfaces with local Regulatory Bodies such as SEPA, SNH etc
•Responsible for liaising with Contractors on workforce, security, welfare, industrial relations issues
•Demonstrate personal commitment to the SHE policy, maintain awareness of and ensure compliance with all relevant statutory and company SHE standards, actively participate in Company safety awareness and initiative schemes
•Position may be required at times to be an acting delegate of the RSES position


•Ensure that all operations related to the position are carried out in full compliance with applicable Laws and Regulations and Company Rules
•Establish and promote a positive safety culture across the SGP site, within the team and with the construction contractors
•Assist the RSES in the management of Emergency Situations, response procedures, accidents and incidents, organise post-incident investigations and Root Cause Analysis on behalf of the RSES where directed to
•Maintain good relationships with Contractors, being flexible enough but also strict, when necessary, to achieve the objectives of the Project
•Maintain good relationships with subcontractors and liaise with them to solve issues relating to security, welfare, management of the workforce, discipline and industrial relations, reporting any concerns to the RSES, the SGP Package Manager and HR
•Ensure that all logistics matters are dealt with smoothly and in a timely manner, specifically the role is responsible for ensuring that Vantage data is correct, POB is controlled and that personnel and movement of visitors are accurately recorded
•Manage the local technical and logistical interfaces with other stakeholders such as the neighbouring BP-Sullom Voe Terminal, the Port Authority, the Shetland Islands Council, the Roads Department etc
•Manage the local interfaces with local Regulatory Bodies such as SEPA, SNH etc
•Keep the SGP Construction Manager (RSES) informed on all the events which may affect the successful completion of the project goals
•Provide routine (daily and weekly) reports to the Construction Manager (RSES) as appropriate

RSES responsibilities, should the role be required to act in this role for a temporary period
Company Rule CR-EP-HSE-035 defines the Responsibilities of the RSES as follows:
•The RSES is vested with authority from the Managing Director of the entity to enforce the entity’s HSE policy and the HSE Management System on his SITE.
•The RSES shall be formally designated by a Letter of Appointment signed by the Managing Director of company.
•The RSES is the Company representative on the SITE ultimately responsible for any issue pertaining to HSE, contracted activities included. All the personnel working on that SITE are answerable to the RSES in respect to HSE.
•On his SITE, the RSES is responsible for risk evaluation, risk management, preparedness for and management of emergency situations and leadership of teams with respect to HSE .
•The RSES is responsible for the management of emergency situations occurring on his SITE, and consequently for:
-application of the entity’s emergency response plan and related procedures
-management of the command post set up on the SITE
-communication & consultation with the other actors in the entity involved, as laid down in the emergency response plan.
•The RSES plays an essential role in the preparedness of the teams working on his SITE. His duties include:

-ensure appropriate induction is provide to newcomers
-ascertain that personnel working on SITE are familiar with and have understood the HSE reference documents, and check their qualifications & accreditations
-organise and chair the meetings of the SITE HSE Committee
-organise and lead actions for improving general awareness of HSE issues
-assess the overall HSE level of the SITE
-manage the different HSE action plans on his SITE

Essential Skills / Qualifications:
•Relevant experience, with Managerial role
•Excellent management and leadership skills, extensive experience in the management of teams and general interpersonal skills
•Proven experience in dealing with welfare and Industrial relations type activities
•Ability to identify, analyse and solve problems related to safety and welfare
•Fluent spoken and written English, fully computer literate
•Must hold full licence that permits driving in the UK
•Valid medical certificate to Company Standards
