The Company:
Our Client oversees and manages all the operations associated with major LNG projects.

Company has multi-billion dollars construction projects on-going in greenfield and brown-field environments, at onshore and offshore locations involving thousands of construction workers engaged through various Contractors.
This position is responsible for providing Safety, Health, Environmental and Security (SHE&S) leadership for all projects (onshore and offshore) and ensuring that all required services

The Role:
•Sets expectations for risk management and safety activities, manages safety resources and performs evaluations through project-wide assessments (onshore and offshore) determining the need for process/program improvements.
•Leads efforts in development and implementation of SHE&S-related Company project management system deliverables in support of project cost and schedule, stewardship of SHE performance indicators and management of SHE&S-related interfaces with stakeholders.
•Confirms that all Projects are meeting the goals and requirements of the Company Elements for Excellence (Comapny Operations Integrity / SHES management system). Provides feedback to management on the effectiveness of the implementation of the Project Safety Management System.
•Provides oversight and reviews incident investigations, analyzes data, confirms root causes and approves corrective action plans.
•Ensures a comprehensive audit programme is maintained to ensure Company deliverables are established and kept up to date.
•Establishes and maintains a collaborative positive working relationship with SHE&S functions of Project Management Team (PMT) and EPC Contractors ensuring alignment with Project SHE&S expectations.
•Ensures all Projects develop and maintain a structured project reporting process for stewarding construction SHE&S activities, progress and areas of concern, including mitigating actions.
•Identifies improvement opportunities in SHE&S areas and confirms plans of action are developed for their implementation. Monitors and applies industry and international best practices for SHE&S management of large capital projects in oil and gas sector.
•Ensures the development, implementation, training and testing of effective Emergency Preparedness systems within the Projects and Development group organisation. Reports regularly on the status.
•Acts as the focal point for Emergency Management Services and Security and ensures coordination of the related Plans and activities which support them. Participates in EPC Contractor SHE assessments, ERP exercises and audits and stewards action plans to closure.
•Facilitates the identification of accidents, disasters, emergencies and/or threats, and analyzes the associated business impact. Develops associated recovery strategies, procedures and plans. Ensures readiness through personnel training and plan testing.
•Maintains oversight on Projects Regulatory compliance.
•Delegate for and act as a stand-in support to Head (Projects SHE); chair several key strategic SHE&S forums and meetings.

Operating Environment, Framework and Boundaries:
•Involved in strategic stewardship of project activities spanning multiple contractors, regional areas and work fronts with frequent travel. Offshore helicopter flights and sea journeys are frequently necessary.
•Works in an evolving business environment where expansion opportunities are being identified on a continuous basis adding additional complexity and workload to the existing project environment.
•Works effectively within established procedures, or creates and endorses new procedures as necessary to ensure Company expectations are suitably identified and implemented across all project sites.
•Works on large capital expenditure projects in a highly dynamic team environment that has tight-deadlines, high pressure and visibility, requiring accuracy, initiative and the ability to multi-task as essential skills.

Communications and Working Relationships:
•Interfaces with various members of multiple project teams on resolving SHE&S related issues that require effective communication, initiative, flexibility and collaboration.
•Interacts effectively with RG SHE&S management team and external stakeholders, including auditors and other entities to discuss best project practices and issues.
•Exhibits team leadership skills, integrity, self-confidence and fairness.
•Must have strong personal communication and decision making characteristics to clearly and precisely communicate to project members through multiple media channels.

Problem Solving/Complexity:
•Maintain awareness of regional and international SHE-related developments to generate new ideas and ensure the project utilises the industry’s best practices to avoid duplicating others’ lessons.
•Assess & translate opportunities to meet department technical & business standards of excellence.
•Expected to handle all but the most complex project SHE problems.
•Manages complex tasks that require highly skilled specific knowledge in his/her discipline area and advanced management techniques.
•Identify and resolve technical challenges in implementing applications, procedures and activity plans through the project team and EPC contractor organizations.and advanced management techniques.

Decision Making Authority and Responsibility:
•Overall responsibility & accountability for work produced by the project SHE department
•Has high visibility to senior Project Management.
•Establishes credibility with peers, subordinates and supervisors.

Essential Skills / Qualifications:
Degree in Engineering, management or Science with a formal qualification in SHE&S management.

15+ years experience in the Oil & Gas, construction, marine or similar industries in SHE management of engineering, construction and commissioning projects, systems completions coordination, hook up/commissioning, and start up activities. Worldwide experience with EPC contractors.

Proven Management and leadership skills and experience with management systems.

Excellent interpersonal & communication skills; persuasive with strong business perspective.

Team player with the ability to communicate and interact at all levels of the organization.

Ability to work with diverse cultures to obtain world class performance.

Knowledge of Industry SHE&S Standards & Specifications.
