The Role:
The Site Assurance Manager (SAM) acts as the main business representative of the Company IT organization at a specific site or group of sites towards business organization and Infrastructure suppliers. The SAM is accountable for maintaining close contacts with the Iraq user groups in the Company and joint ventures, different business teams, including application teams, also to help identify IT service demands and new opportunities for Infrastructure services and to receive their feedback on the delivery of infrastructure services. SAM is responsible of the site integrity and services acts as the business representative for IT problem, request and change management process. The SAM is responsible for demand management and consumer services as well as the Collaboration services within the site. The SAM uses Company Technology Infrastructure Consultants to analyze requirements and propose the infrastructure solutions. SAM is responsible for IT demand & consumer management activities in Iraq.

The purpose of this specific position is to manage all Infrastructure operations & management for Client companies in Iraq for the Projecst. This is a key position which connects with all key stakeholders in the Company and important IT suppliers/service providers to provide IT services to Company staff based in Iraq. This position carries the single IT face for all Iraq staff/suppliers and connects with all Regional IT leads in Middle East. The position will grow considerably as projects are commissioned and will also support additional business growth in Iraq.

This position is accountable for safe and successful execution of activities defined as HSE critical, identification and management of operational HSE risks and the development of an enhanced HSE culture, particularly by steering and influencing the suppliers and working with other stakeholders e.g. Facilities Management.

Managing the relationship with the business, ensuring IT demand and new/changed requirements are identified and monitoring and reporting on the performance and quality of IT services delivery.

Calling in the help of technical experts in Company to outline the solution that responds to new or changed business requirements.
Reporting the services demands forecast and the new/changed requirements together with the outline solutions to the infrastructure planners for the site.

Assuring services are delivered as per SLA (Service Level Agreement), reporting deviations from agreed targets of IT activities, collecting feedback from the users and reporting the user experience and escalating serious service incidents that threaten business continuity with the Customer Service Management group, assisting with incident and problem resolution.

The SAM is the business focal point for IT change management, including communications on infrastructure matters, and for major incident/problem management. The SAM manages infrastructure incidents/situations that threaten business continuity, and manages the overall experience of users with service delivery.

Proposing and communicating agreed business demand policies.

Participating in the Procurement and Billing, ensuring service requests are approved, service receipts are confirmed and payments are authorized.

Owning the local assets inventory (Desktop, printers etc.), local spend (budgets) and local contracts required for service delivery.

Ensuring security and compliance activities are executed in line with compliance requirements.

Ensuring adequate business controls are in place across the processes used in support of the site infrastructure delivery including controlling of the contract expenditure. Responsible for local collaboration services and implementation of the change management aspect.

Position description

Direct accountability of Infrastructure Operations for an annual budget of USD 2 million
Manage OSS operational services on ground and work through strategic partners, ISP and other local suppliers.

Complex organizational model, with multiple stakeholders and reporting lines within and across business departments.

Iraq is a new location and IT infrastructure is very basic and fragile in the country. One of the key challenges of the Project Manager is to establish capabilities for long term support deliver Infrastructure within the available options.

Iraq is one of the biggest project for the company and there is a huge time pressure to start production by specific time. This requires people in the project to be able to deliver in fast pace environment while being flexible to deal with changing business requirements.

The activities needs to comply strictly with company HSSE guidelines to ensure there is no security exposure. This is of paramount significant for Iraq.

All visits to Iraq by company employees are under the sponsorship and strict written approval of EVP Middle East/North Africa and Country Chair Iraq and the guidance of Corporate Affairs Security (CAS). CAS has entered into contracts to provide professional security protection to staff while they are working in the country. The Company will ensure that all personnel have access to appropriate threat, mitigation and personal risk information in order to be able to decide on traveling to and working in Iraq.

Essential Skills / Qualifications:
Experience and Qualifications required
Strong communication skills.
Good analytical skills.
Broad understanding of Company Upstream business
Extensive experience in IT Project management.
Evidence of strong relationship and influencing skills with people at all levels in the organization and in diverse cultures.
Ability to work with other disciplines in a global environment, and to bridge technical, commercial and IM (Information Management and Information Technology skills.
Ability to communicate with and understand the needs of non-technical internal clients.
Strong organizational skills and manage remote IT resources as well as coordinate regional resources and initiatives.
Excellent understanding of project management, project finance and TCO (Total Costs of Ownership).
Broad knowledge of Infrastructure service offerings.
Ability to work effectively and maintain composure under pressure
Educated to degree level, likely in an information technology specialty. Holds
