The Role:
KEY ROLES

•Achieve project goals in respect to safe & environmentally compliant execution, quality build, within budget, on schedule and with good community relations.
•Lead a Company Site Construction Management Team of approximately 25 staff in management of an International Construction Contractor to successfully complete construction of the Turkey Border Facilities (Area 81) and associated brownfield scope interfacing with existing Area 80 border facilities. The contractor is expected to have ~400 staff & craft in this remote camp based location.
•Manage Construction Contractor to successfully meet all project objectives in areas of safety, environmental, community relations, schedule, cost, quality, camp operations, and security.
•Actively promote the risk management process.

RESPONSIBILITIES & OBJECTIVES
Responsibilities shall include, but not be limited to:

• Overall responsibility for the successful construction and start-up support of Area81, one of the three primary project facilities in the Republic of Georgia. Includes accountability for delivering the facility while meeting performance targets relative to HSS, ES, Cost, Schedule, Quality, Community Relations, and Camp Operations.
• Oversee contractor’s installation, operation, food services, recreational programs, etc. for a 400 bed camp.
• Responsible for the health, security, well-being, and morale of camp residents as related to quality of life at camp
• Manage all site execution and support contractors.
• Contribute to preparation for all GPO Construction Function audits during execute phase.
• Personal commitment to ensuring that the drive to achieve a Safe workplace is achieved through direct involvement with people and practices.
• Administers the overall coordination and functions of the various departments under his jurisdiction.
• Represents Project at the jobsite in all matters pertaining to local laws, labor relations, and community relations. Responsible for maintaining company reputation within the community.
• Establishes and maintains contractor relationships.
• Implements and monitors performance measurement.
• Assists in the selection of key field supervisory personnel and recruitment of local personnel.
• Maintains close contact with the Project Facilities Manager and Project Construction Manager during the construction phase in order to ensure adequate flow of information and materials to the field as well as to resolve any problems arising in the field in connection with: Engineering, planning, progress and costs.
• Continually reviews terms of prime construction contract with the Facilities Project Manager in order to ensure compliance with the contract and project requirements.
• Actively support health, safety & security (HSS) and environmental and social (E&S) values.
• Maintain awareness and promote project goals in respect of HS&E, Budget, Schedule, and Technical Integrity
• Work with the design group, interface with others in the construction groups, operations and contractors to ensure project requirements are met and delivered on time.
• Work with relevant parties to ensure contractor commitment to Project Objectives
• Participate in the development of effective interfaces between the project and the EPMS contractor. Monitor engineering and procurement deliverables for the prime contract and raise issues for resolution before any default in company obligations.
• Monitor all contractor deliverables specific to Area 81 and ensure all are responded to within contract timeframe requirements.
• Participate in, and promote the ongoing development of effective relationships between all parties involved in the Project.
• Ensure that lessons learned are appropriately considered in the design and construction.
• Challenge design change and contract growth.
• Anticipate and identify adverse trends/events throughout the construction period and work with the relevant parties to avoid them or achieve timely resolution
• Actively promote the risk management process.
• Lead weekly construction progress meetings.
• Participate in development of construction schedules and collaborate with project services, engineering and PSCM to maintain ROS dates for materials and equipment and issue dates for engineering documents.
• Oversee selected contractors in completion of detailed execution plans, site procedures, and schedules during pre-mobilization planning period. (May include temporarily relocation to construction contractor’s main office). Participate in “go – no go” assessment and authorization for mobilization.
• Arrange for pre-inspections of contractor’s construction equipment and camps prior to approval for mobilisation.
• Coordinate with contractor’s offsite pipe and structural steel fabrication shops.

Essential Skills / Qualifications:
ACADEMIC/ EXPERIENCE REQUIREMENTS

• University Degree, Preferably in Engineering or Construction Management. (Alternative qualifications can be considered with relevant experience.)
• Minimum of 15 years of experience in Oil and Gas Facility Construction involving:

o Experience of Onshore Plant construction, Greenfield and Brownfield
o Familiarity with International Standards which form the basis for project specifications
o Familiarity with quality standards for the Oil and Gas Industry
o Experience of planning for a major construction project.
o Experience of risk management process for a major construction project.
o Experience of Task Risk Assessment, HAZID

Desirable Skills / Qualifications:
• Desired, but not mandatory, experience includes:

o Experience in managing construction sites in remote, camp environment
o International experience, preferably in the Republic of Georgia, Turkey or Former Soviet Union
