The Company:
Our client is a leading engineering solutions provider for blue-chip companies in the UK.

The Role:
Ensure the companies Oil Pipeline Agency (OPA) team observe Health, Safety and Environmental procedures in accordance with the Company Procedures and Guidance manual, the requirements of the Health & Safety at Work Act, COMAH, relevant Environmental legislation and other Statutory Regulations. Take immediate action in the event of any breach of these regulations and report immediately to their Area Manager and Contract SHE Manager

Support the development and implementation of the Contract SHE strategy and management plan and support the Contract SHE Manager in delivering a sustainable service.

Supports the development and implementation of Contract Process Safety policies, procedures and management plans. Ensure compliance of PSPIs
Accepts SHE responsibility for their site and ensure site team undertakes SHE training and is compliant at all times

Ensure all O&M Activities comply with companies P&G in accordance with the Contract Control Map as contained within Site Management Plan

Key Tasks & Responsibilities:
Where projects are mobilised to site a safe environment is established and maintained a safe working environment with access and egress in accordance with the team. P&G in accordance with the Contract Control Map as contained within Site Management Plan

Provide leadership and promote COMAH awareness with a view to continuous improvement.

Liaison and contact point for HSE and EA planned or unplanned site visits.
Responsible for development and maintenance of on-site and off-site emergency plans, and periodic emergency exercises. Responsible for development of the COMAH Safety Report and be responsible for all activities on site including control of contractors and issuing of Permit to Work.
Ensure all working practices on site are safe and controlled.
Co-ordinate maintenance activities in accordance with the MMS (Agility)
Operation of site in accordance with the Site Management Plan (SMP) and site HAZEMP

Accountable for
• The safe operations of in accordance with HSWA and COMAH Regulations
• Maintenance and Delivery of fuel on time and to the right quality

Project Summary:
To Refer to Contract Management Plan (CMP). See Appendices containing OPA Strategic Route Map and OPA Interface Agreement.

Maintain safe operations according to COMAH regulations. Support and deliver on Operational requirements on sites as a minimum whilst complying with SHE and other legal requirements.
To deliver within an agreed timescale understanding, competence and compliance with business systems as required by the Group evidenced through BIA assessment and reports for Areas and Pipeline Engineering.

To motivate teams to adhere to best practice and continuously look for better ways of working. To motivate teams to adhere to best practice and continuously look for better ways of working To be proactive in responding to the needs of the Site and be able to interpret those needs and assist with the development of an appropriate integrated approach.
Able to recognise the necessary balance between investment being paid for by the customer and that required to improve his own business performance. Must be a good communicator and be able lead and influence staff at all levels within the contract.
Has the ability to recognise when differing communication styles are needed and able to apply these. Demonstrates team working as a norm and able to build, develop and maintain a team approach.

Overall responsibility for the management and wellbeing of up to 12 people on site
Responsible for the development of direct staff through the company CDR and PR processes
Managing performance and capability through the appropriate Disciplinary & Grievance Procedures.

Essential Skills / Qualifications:
Application of job knowledge and expertise including technical skills
Able to work with Terminal team to develop and deliver integrated ways of working ensuring the OPA asset remains operational and effective.
Able to apply job knowledge to challenging contract and develop response strategies and implement them with minimal support if required. A self starter who motivates by example.

Desirable Skills / Qualifications:
5 years experience on COMAH site
Some qualifications mandatory for role are - CCNSG Safety Passport or to be open to go through a CCNSG Safety Passport Refresher.
OPA Permit to Work Training.

To go through a Gas Monitoring Training, Working at Height Training Control of Major Accident Hazards Regulations (COMAH) Emergency Response Training
First Aid
To have a Process Safety Awareness Training award or be open to attend a refresher
DESEAR The Dangerous Substances & Explosives Atmospheres Regulations Training
Manual Handling and SCADA Training
Drug & Alcohol Awareness and Emergency Water Supply Training
