A leading Australian coal seam gas explorer and producer focused on developing its world-class reserves for domestic and international supply.

The Role:
Position Summary:
The Site Project Services Supervisor monitors and reports construction activity against the cost and schedule requirements of the Midstream Projects Construction Execution Plan.

Organisational Structure:
The incumbent will report directly to under the General Manager Project Services, with a dotted reporting line to the General Manager Construction. Their peers include other members of the Midstream Construction (Gladstone) team.
This role has several direct and indirect supports.

• Provides an assessed response by analysing, diagnosing, and using professional judgement when making decisions
• Monitor and interrogate schedule progress claimed by the Contractors
• Supervise trend forecasting against cost and schedule
• Ensure CTR cost and schedule controls are in place and reported against.
• Ensure the interface between PMO Estimating and the Contractors Workpack estimates
• Lead the QS activities and audit the QS outputs
• Monitor the Project cost control system PCMSi
• Supervise project specific cost control processes and procedures
• Oversee the detailed lower level work breakdown structure and cost breakdown structure as the basis for cost budgeting and forecasting
• Prepare baseline budgets from the approved project cost estimate
• Monitor and control cost performances
• Produce the project monthly cost report in accordance with approved Company and project procedures
• Lead the undertaking of cost risk analysis and support schedule risk analysis
• Ensure effective interface and liaison with the accounting system
• Receive allocate and reconcile monthly project expenditure from Accounting
• Ensure all costs reflect the project WBS and AFE funding strategy
• Record and monitor all project commitments and spending (including project personnel, third party contracts, corporate overheads)
• Identify and reflect changes in costs in all cost reports and project schedule
• Review scope changes and trends
• Establish monthly accruals for work in progress (value of work earned) or earned value analysis and liaise with accounting
• Oversee the monitoring and forecasting of costs (contractors and in-house) highlight problems and recommend remedial action
• Evaluate alternative project options to identify optimum project strategies or resolve problems prior to and during execution
• Liaise with Delivery Managers to communicate performance against milestones
• Liaise with and provide management and staff with visibility of cost trends
• Report progress on trends, variations and efficiency

Essential Skills / Qualifications:
• Experience in cost control of major oil and gas projects in challenging environments, including management of contractor performance against these costs
• Experience in a number of responsible project assignments, including cultural or geographical variation, working as a team member
• Has a good insight into the market and is able to assess the commercial impact of engineering and project decisions
• Experience of varied EPC or EPCM contracts

Knowledge, Languages, Skills and Attributes
• Educated in an engineering discipline or relevant tertiary qualifications held
• Familiar with developing a WBS and CBS as the basis for Cost budgeting and forecasting
• Understands the impact of strategic considerations on business decisions and has led negotiations with contractors
• Has awareness of the company's (or equivalent) functional project and technical assurance processes
• Knowledge of all delivery phases of major oil and gas projects
