The Company:
Our Client, a major oil and gas operator, seeks a Site QA / QC Manager to join their team.

The Role:
• Ensure PMT, CONTRACTOR and Subcontractors are aligned with the project quality policy, objectives and principles.
• Provide oversight of the Engineering Phase of the Brownfield Work
• Provide oversight of the Procurement Phase of the Brownfield Work
• Conduct Quality Audits of the Brownfield Contractor’s Engineering and Procurement Activities
• Liaise closely with the COMPANY Vendor QC Coordinator for coordination of Brownfield Procurement Inspection activities
• Provide management and direction to COMPANY vendor quality surveillance staff in order to ensure compliance with the Company technical requirements.
• Provide management and direction to COMPANY site/yard QA and QC staff in order to ensure compliance with the Company technical requirements.
• Develop the Brownfield Quality Management Plan
• Assist in staffing COMPANY site/yard QA and QC personnel and vendor inspectors.
• Provide indoctrination and training for quality personnel.
• Direct implementation of COMPANY IIF Next program within the site/yard QA/QC organization.
• Actively promote quality awareness and commitment within the Project.
• Ensure that Project contracts technical and quality requirements are met.
• Assure that activities required for the quality management system are planned, implemented, controlled, and their progress monitored.
• Oversee development and maintenance of site/yard Project Assessment, Verification and Oversight (PAVO) Programs
• Maintain interfaces with Project and Site management and monitor the plans and activities of Site QA/QC
• Lead periodic audits of the CONTRACTOR's QA/QC system and participate in the Contractor's audit program.
• Monitor quality performance and coordinate Project quality reporting.
• Ensure that concessions and deficiencies are properly documented and processed.

Essential Skills / Qualifications:
• Bachelor degree in Mechanical Engineering, Materials Science or related field.
• Certified ISO 9001:2008 Auditor, AWS CWI, CSWIP SWI and ASNT NDT Level-II or III or equivalent
• 10 years minimum of related professional work experience in engineering, procurement, construction and/or project management
• Minimum 3 - 5 years of recent Quality Management experience on Major Capital Projects in Design, procurement, fabrication, installation and turnover.

Technical Experience:
• Experience with the development, deployment, monitoring and improvement of a Construction Quality Management System elements (Quality Assurance, Quality Control, inspection, specifications, processes, audits, assessment, supplier management, ISO, etc.).
• Experience in managing third party agencies and/or contractors.
• Successful Major Capital Projects and/or Business Unit experience associated with facilities, procurement, engineering, construction and/or operations.

Desirable Skills / Qualifications:
Major Project Experience:
• Experience in managing multicultural and multidiscipline Quality & Inspection teams on large major capital projects and/or Business Units.
• Experienced in establishing team work plans, priorities, roles and responsibilities.
• Recognized as providing positive team environment where people want to work.
• Enables people to contribute their best and fosters learning.
• Proven experience in managing people, including recruiting, coaching, mentoring, career planning, motivating, and providing constructive feedback.

• Demonstrate behavior and practices consistent with personal, co-worker and community duty of care obligations.
• Work with the Location HES Manager and the Management Team to ensure that all areas of the Location’s operations conform to applicable COMPANY, regulatory and contractual HES obligations.
