The Company:
Major O & G Operator - located in Houston.

The Role:
MAIN FUNCTIONS:

• Promote safety within area of specialty
• Ensure execution of Surveillance Programs through development of Surveillance Plans and through ongoing monitoring and auditing
• Report quality issues, status, metrics and lessons learned to Project Management
• Plan and coordinate inspection activities for surveillance inspectors at fabrication sites
• Perform quality inspection activities and/or oversee activities of Contractor and Supplier inspectors within discipline in accordance with the Inspection and Test Plans (ITPs)
• Review and evaluate Contractor’s and Suppliers’ quality documents for accuracy and adequacy
• Conduct / attend pre-inspection meetings with critical material or equipment Suppliers, as required by the Quality Lead.

TASKS AND RESPONSIBILITIES:

• Ensure establishment and proper implementation of adequate control processes within the EPC Contractor, as stipulated in the Project Plan and the Project Quality Plan
• Advise and inform Quality Lead and EPC Lead on quality issues, status and metrics
• Provide oversight of Contractor’s implementation of their Quality program and compliance with project requirements:
- Review and monitor of Contractor’s process for tracking and closure of deficiencies and corrective actions
- Review and approve Inspection and Test Plans (ITPs) and selected suppliers Quality Plans
- Perform scheduled periodic assessments of the Contractor's processes and activities in order to evaluate and monitor implementation of Contractor’s Quality Management systems
- Ensure Contractor’s surveillance activities are commensurate with Criticality Ratings
- Review Contractor’s quality audit schedule, monitor Contractor’s audit program, and participate in selected audits
- Monitor and audit implementation of PT Procurement and Construction Surveillance Programs
• Conduct site audits of EPC Contractor and vendors; assist Quality Lead in conducting project audits, as needed
• Review metrics from engineering and procurement sites to identify and assist in resolution of issues
• Provide Procurement and Site Coordination activities:
- Plan and coordinate surveillance inspection personnel through approved 3rd party agencies
- Review and approve Contractor’s source inspector selection
- Attend key vendor meetings (pre-award, pre-inspection, in process, FATs)
- Review selected source inspection reports
- Interface with Site Quality and Engineering disciplines to provide inspection and testing expertise in the development and review of drawings and procedures
- Review and comment on Contractor’s operational procedures for inspection and testing of equipment
- Participate in inspection activity, and/or examination technique recommendations; and offer technical advice for compliance with specified requirements
• Review and assist in development of Quality portion of site close-out reports as necessary
• Ensure best practices and lessons learned are implemented and that new lessons learned are identified and distributed as required

Essential Skills / Qualifications:
• Bachelor or Associate degree in Engineering or Science preferred
• Minimum 10 years of experience in responsible roles in Quality Management, coordination, and inspection of quality activities for projects of various facilities in the Oil and Gas Industry
• Minimum 5 years of experience in management and inspection of project quality systems
• Extensive experience with auditing quality management systems is preferred
• Experience in fabrication / testing / installation of Subsea Equipment
- Well Access Control (Vertical Trees, Tubing Hangers, Guide Bases)
- Well Access Systems (Risers, Emergency Disconnect Package, Surface Tree, IWOCs)
- Hydraulic Power Units and Subsea Control Units
- Subsea Distribution Units
• Experience working in client role on subsea projects is preferred
• Technical expertise in and fluency in the technical language of high criticality welding, design and fabrication (fatigue, strain-based design/fabrication, corrosion, low-allow steels, etc.)
