The Company:
A global Oil & Gas operator with extensive operations in the Caspian Region.

The Role:

Supports quantity surveying and contract administration activities associated with the project Early Works and Facilities (re-measurable) construction contract.
The work will be carried out to a high standard in accordance with established procedures.
Ensure that all processes and decisions are (i) in accordance with the requirements of client and the Contract; (ii) are transparent; and (iii) supported by appropriate documentation. .
Supervise and review the work of Quantity Surveyors.


Promote HSE commitment by example;
Establish and agree valuation and re-measurement processes;
Co-ordination of the Company re-measurement, valuation and verification effort for the Contract;
Agree monthly re-measurement quantities and progress with contractor;
Support evaluation of value of work done (VOWD) by contractor for interim payments;
Agree day-work and reimbursable items with Contractor;
Participate in Contractor and Company Audits;
Support man-hour/cost analysis and reporting of contractor’s activities;
Assist with preparation of reports and input of data into client’s software/system;
Supporting procurement and supply chain management during discussions and negotiations with the main construction contractor with respect to monthly payment applications, variations, star rates etc;
Liaise with and support Contract Supplier Performance Leaders, Technical Specialists and delivery team leads regarding all contract matters;
Liaise with Project Services personnel and to ensure coordinated approach and consistency between cost reporting and actual quantities executed;
Liaise, as required, with Project contract and procurement personnel based in U.K and Baku;
Monitor Contractors reporting/re-measures and investigate any anomalies.
Identify unresolved contractual problems to the line Manager and support liaison with Contract Supplier Performance Leaders, Technical Specialists and delivery leads.
Support the review and resolution (including necessary internal consultations) of any VOR’s or claims.
Support the preparation of contractual and commercial correspondence;
Advise regarding the interpretation and implementation of the Contract “Payment” rules and pre-ambles;
Support line manager to ensure that all required contract reporting systems are established and maintained in accordance with project requirements, and that accurate reports are provided to project management.
Maintain functional reporting link to project Contracts Execution Manager.
Maintain contacts and liaise as required with Legal, Tax, Insurance departments.
Monitor contractors reporting and investigate any anomalies.
Input of contractual commitments into Maximo system and approvals at appropriate level.
Administration of ProCon system for designated Contracts.
Support the Category Management processes (Supplier Management Common Process) for the designated Contractors
Review and resolve, including necessary internal consultations, any VOR’s or claims – issue VO’s or Amendments, as necessary.
Prepare contractual and commercial correspondence, and ensure maintenance of correspondence files.
Advise regarding interpretation and implementation of the terms and conditions of the project contracts.
Maintain auditable contract records.
Provide input into project budgets and cost forecasting, as required.
Provide contractual input to project risk reviews.
Other miscellaneous QS and contracts administration activities.
