The Role:
Experience and Skills:
• High technical education from a university or technical institute in engineering, science, or a Regulator Affairs related curriculum is highly desirable.
• Minimum 5 years of experience in Regulatory Affairs at construction sites.
• Experience working for TCO is desirable.
• Be a team player with good communication, interpersonal and leadership skills.
• Ability to read, understand, formally and informally instruct, and implement RoK laws and regulations is a critical skill.
• Ability to positively influence others is essential.
• Ability to work independently is essential (without other RA personnel on the site team).
• PC literacy in Microsoft Word, Outlook, Excel and PowerPoint is required.
• Ability to speak, read, write, and understand English is highly desirable.
Position Description:
The Site RA Specialist is responsible for coordinating all aspects of Regulatory Affairs work for the site to ensure compliance with all applicable RoK laws and regulations. It is a 28x28 rotational position in Tengiz.

Main Job Functions:
• Serve as the site champion for RA work and as the RA Subject Matter Expert; guide and/or assist all site workers in achieving world class performance in all RA activities; participate in site OE activities and develop own competence in OE.
• Know and provide useful advice to all workers at the site on all RoK laws, regulatory, technical, architectural, and construction requirements that apply to construction, commissioning, and startup work; identify changes in relevant RoK requirements that affect work at the site; help TCO and EPC site managers ensure compliance.
• Coordinate preparation for and conduct of technical, working, and state commissions; prepare ACT for each commission. (Refer to Item 76, Chapter 76 RoK law July 16, 2001 #242-II.)
• Assist in developing and/or prepare RA plans and procedures for site work.
• Work effectively with EPC contractor to ensure they understand and fulfill RA requirements for construction, commissioning, and startup work – including preparation for and conduct of technical, working, and state commissions.
• Ensure all required documents are prepared and available at the site including design documentation, as-built drawings, licenses, prikazes, equipment certificates, workers certificates, training records, ACTs, ITPs in progress and completed, etc.
• Become familiar with construction permits and land occupancy permits; ensure compliance with these permits including all environmental requirements in EPCs.
• Identify all other required permits and responsible person/company to prepare them; ensure permits are prepared timely; ensure compliance with all permits; ensure quarterly permit reports (to CSC and TCO Env Dept.) and payments are made timely by the EPC and other contractors.
• Work closely with CSC site RA contractors to ensure their work achieves the assigned RA objectives in coordination with site work and site supervisors, follows RoK and site requirements, and limits impact as much as possible on site work.
• Serve as planner and host for agency inspections, planned and unplanned; coordinate and help address all deficiencies identified.
• Participate in selected inspections that generate ACTs and follow ITPs; conduct audits of ACTs, ITPs, as-built drawings, logs, and other documents; ensure deficiencies identified are addressed timely. (Refer to SN RoK 1.03-00-2011.)
• Work with contractors to prepare passports; ensure all required passports are prepared and complete and available when needed; conduct inspections and audits for work in progress by contractors on passports.
• Ensure required logs are prepared and fully utilized with complete information including dates, signatures, comments, etc.
• Work effectively with CSC RA personnel in Atyrau office; reliably follow guidance provided by CSC Atyrau RA personnel.
• Prepare RA Handover documents and report; provide timely to CTF Operations and others as needed.
• Provide required registration information for permanent assets to TCO L&PD.
• As needed, assist with preparation of revised RA Packages to amend permit(s) to construct.
• Assist in preparing ACT of Readiness for Energization and in obtaining Permit to Energize newly installed high voltage electrical equipment.
• Ensure Certificates and registrations required by RoK are obtained by contractors and placed into the RA and CMS files; works closely with CMS representatives on RA matters.
• Build relationships with agency personnel in Zhyloi region; provide and review information with them as warranted to support project objectives.
• Build and maintain relationships with other TCO RA personnel in Tengiz and in Atyrau.
• Provide oversight for contract personnel providing RA or RA-related services to the CSC Tengiz work group, such as Technical Supervision or assistance with preparing passports.
• Prepare or assist in preparing reclamation plan for land that is temporarily used by the project; follow job to completion when temporary land use ceases.
