The Company:
Our Client is one of the world's largest energy companies with over 95,000 employees in 100 countries around the world, providing its customers with fuel for transportation, energy for heat and light, retail services and petrochemicals products for everyday items. Our Client's brand has grown to become recognised worldwide for quality gasoline, transport fuels, chemicals and alternative sources of energy such as wind, solar and biofuels.

The Role:
The North Sea (NoS) Regional has one of the most diverse portfolios within Company, producing circa 300mbd hydrocarbons across more than a dozen operated production facilities. Approximately 60% of production is oil, made up of 10 different grades the balance is gas, 40% of which is dedicated into heritage long term contracts.

With increased focus on process safety, it is critical that Company effectively manages the delivery of supplier quality and to this end; the newly established position of Quality Engineer is being created. The Quality Engineer will be part of a team of Supplier Quality Management (SQM) Quality Engineers within a regional Procurement Supply Chain Management (PSCM) organisation.

The prime objective of the role is to ensure that structured Quality Management (QM) controls and assurance processes are implemented into the PSCM process to deliver:
Rigorous quality management throughout all phases of procurement and contracts execution
PSCM process compliance with the Group Integrity Management (IM) Standard.
Conformance to the PSCM requirements and responsibilities included in the Engineering and Quality Management Guidelines.

Major aspects of the role are: 1) to assist the individual Technical Authorities (TA), engineers and procurement staff identify the technical and QM requirements to be applied into the work activities, and 2) manage the compliance process in order to provide assurance that the services, materials and/or equipment included in contracts and purchase orders meet the functional and technical requirements.
This position will be expected to:
• Work independently within PSCM representing the Supplier Quality Management (SQM) team.
• Deliver SQM activities and implementation programmes with regional QM strategies and Segment QM strategies/guidance.
• Advise and Support TA’s and specifying engineers on the processes to be put in place to manage Statute and QM Requirements.
• Assist Specifying Engineers in the identification of critical equipment through the implementation of formal criticality and/or risk assessment process and support the associated integrity plans to manage the identified risks.
• Develop contractor/supplier relationships based on introducing a Quality improvement culture and identifying the optimum Company intervention levels.
• Review Contractor/Manufacturer/Supplier technical and quality documents to ensure that the Project specification requirements have been adequately addressed.
• Interface with functional disciplines such as facilities, subsea, drilling and completions to ensure that operational and reliability requirements are delivered.
• Ensure appropriate contractor/ supplier verification and audit programmes are established, maintained and prioritised in accordance with risk/ criticality assessment.
• Develop inspection programs that are aligned with managing identified risks and delivering value.
• Ensure competency of Third Party Inspection (TPI) services and support their implementation and performance.
• Work closely with suppliers and contractors to ensure their understanding of Company expectations.
• Interface with related Company networks to ensure best practice is transferred to Region/ Sector SQM activities.

Essential Skills / Qualifications:
Relevant Quality Management qualifications, or significant industry experience.
Legal authorization to work in the UK on a full-time basis for anyone other than your current employer
Ability to travel domestically and internationally for around 40% of the role
Experience working with contractors and suppliers within a Quality Management role.
Experience in identifying technical integrity / quality assurance requirements for incorporation into procurement specifications.
Good understanding of Quality Control/Assurance processes as applied to materials and equipment involved with the oil and gas or similar industries.
Ability to lead and direct technical, HSSE, Integrity and QMS Audits on contractors and suppliers.

Desirable Skills / Qualifications:
Experience working with client organisations/ major engineering contractors in developing PSCM related Quality Management Systems.
Background in fabrication/ construction engineering including structural and piping fabrication, rotating and static equipment installation, sub-sea equipment, electrical and control systems.
Formal training in Quality Management Systems (QMS) implementation is an advantage.
Certification such as Six Sigma Green/Black Belt.
Auditing experience and certifications preferred: IRCA, ISO assessor certification.
