The Role:
Purpose Of The Job:
Provides essential coordination, technical support and advice to the manager and various Department Section Heads to ensure safe, efficient and optimal functioning of various Department operating units and systems. Includes coordinating new projects, major maintenance and shutdowns, and modifications with concerned personnel and providing recommendations to ensure plant reliability, safety and maximum reliability. Reviews and studies project documents and modification proposals; initiates and compiles budget proposals, and ensures implementation of action plans on all aspect of operation matters, in order to achieve optimum performance.

Directs, controls and supervises the activities and personnel of assigned section, assuming full responsibility as section head in all aspects of process Department Sections during the annual, in lieu and mission leaves of Section Heads totaling more than 200 days a year


MAIN DUTIES AND RESPONSIBILITIES

1. Coordination of operational activities
Coordinates operational activities in the various operating areas, troubleshoots units day-to-day problems and provides technical support/advise to Department Manager and Section Heads in the operational aspects of the units.
Develops the best parameters and best practices for most profitable mode of operation. Liaises with the concerned staff in Technical Department for detailed troubleshooting and elimination of recurring problems.
To achieve optimum, efficient and safe operations of process units.

2. Establishment of continuous support to facilities & staff
Assumes the functions of Operations Section Heads in Hydroskimmer, Hydrocracker, condensate, and ULG during annual, mission and training leaves of the section heads to maintain safe and smooth operation by determining & specifying operating parameters, indicating details of any procedures required on regular/daily basis to achieve production targets, highlights maintenance work to be carried out, and provides any specific instructions/ procedures required related to safety and operations. Directs relevant section facilities/units shut down and start up operations for turnaround or as required, also handles Emergency situations & fire fighting.To streamline activities / manpower and set work priorities in order to ensure smooth and safe operations to achieve targets in terms production, HSE and related areas.

3. Integrity and reliability of operations
Reviews start-up, shutdown, emergency and other operating procedures and standing instructions for all units in the department and update them according to the best practices and the operational experiences.
Plans and ensures testing of critical/emergency shutdown systems and keeps up-to-date records.
To ensure high operation reliability and Safety levels of all units in the Department.

4. Maintenance shut down and budgeting
Supports Section Heads in planning Units shutdowns and turnarounds programme in coordination with Maintenance Planning Section Head. Reviews shutdown reports and equipment conditions with Inspection Section Head.
Approves maintenance requests, monitoring work and progress in liaison with appropriate maintenance personnel and advises section heads accordingly. Participates in preparation of operating/capital budgets exercises.
To ensure timely completion of tasks and achieve better units/equipments performance.
To maintain high level of Units Operations reliability and Safety, assist organization to meet ultimate goals

5. Evaluation of Modification Proposals
Studies and analyzes equipment/units performance and issues all types of modification requests.
Reviews and comments on the same during different stages of implementation. Participates or leads teams in all types of HAZOP/HAZAN studies.
Reviews modification drawings, issues comments on such modifications and suggests improvements where necessary.
Ensuring that standard operations and safety requirements are included, improve efficiency and operations flexibility.

6. Engineering & Projects
Coordinates with relevant engineering disciplines, the data collection for new projects, audits and surveys. Participates in the review of projects definition and new facilities description. Reviews and comments on new projects as applicable. Participate in profit improvement proposals, performance and capacity test runs. Participates in solving chronic problems with other Departments, contributes in taskforces and investigation committees, Safety inspection tours in the plant, raises recommendations and follows up action plans for the improvement of operating practices, efficiency and reliability of facilities. To improve plant operation efficiency, flexibility, reliability and safety.

SUPERVISION, PLANNING & ORGANIZING:
Supervises production units’ staff in the relevant section during taking over section heads functions.
Plans, directs, coordinates and organizes the activities of assigned personnel in the department towards the safe, efficient and optimum operations.
Provides advice and assistance on all aspects of units’ operational matters.
Participates in the implementation of critical operating procedures in order to provide over-all control and coordination
Participates in maintenance and shut down planning and implementation, reviews shutdown reports and equipment conditions with concerned personnel.
Reviews and comments on engineering projects / plant modifications include initiating, developing work to improve plant operation efficiency, flexibility, and safety
Reviews and updates operating/emergency procedures and standing instructions.

PURPOSE OF THE SUBORDINATE JOB
(WHEN ACTING AS SECTION HEAD)
Shift Supervisor: To coordinate and supervise the operation of diversified duties/responsibilities in a safe and efficient manner.

WORK CONTACTS
Internal: Has daily contacts with personnel in Operations, Maintenance and Technical Services, Safety, Environment & Fire Department up to Department Manager level to discuss, arrange and coordinate day-to-day operational requirements.
External: Has regular contacts with senior personnel, up to Department Manager level, exchange information and coordinate activities.

ABOUT THE JOB:
The job is of a Senior Engineer level reporting to Manager of the Process Department. The jobholder is responsible for providing essential coordination and support to Department Manager and Section Heads to ensure safe, efficient and optimal functioning of various operating units and systems.
Performs Section Head responsibilities 200+days a year during leave, absence, training, etc.
The nature of the duties is of a diversified nature that requires alertness/knowledge of units and system in each individual section of the Department to provide the necessary support and coordination of activities.
Carries studies for plant modifications, reviews project documents, operating procedures, standing instructions and participate in HAZOP reviews to ensure compliance with safety operating practices.
Develops training programmes, prepares monthly, yearly/statistic reports and records details of all activities in the Department.

Essential Skills / Qualifications:
TYPICAL EXPERIENCE/KNOWLEDGE REQUIRED FOR THE JOB
1.B.Sc in Chemical Engineering or equivalent.
2. Candidate should have experience in Hydrocracking Unit / Lube Oil
3. Seven (7) years diversified experience in refinery/gas processing or petrochemical complex operations, at least 4 years of which should have been as an Operational Shift Engineer
4. Good knowledge of English.
5. Computer Literate.
6. Valid UAE Driving License.
